    Description
    a)	Environment Canada has a requirement for the supply of passenger and cargo fixed wing aircraft charter services from Halifax, NS to Sable Island, NS on an “as and when required” basis, seven days a week.  The cargo may sometimes consist of dangerous goods such as batteries.  The fixed wing aircraft must be a twin-engine, Instrument Flight Rules-instrumentation (IFR) capable with a minimum payload capacity of 1000 lbs. and a stall speed of 70 miles per hour or less.  It must be capable of take-off and landings on rough terrain or unprepared runways (hard packed sand), with take-off and landing roll 1000 feet less and be able to accommodate a minimum of three passengers (excluding the pilot). The proposed Pilot-in-command must have a minimum of 1000 hours on fixed wing, including 500 hours as Pilot-in-Command of the proposed aircraft or similar type.
