1. Requirement Summary The main objective of this project is to study the amalgamation of police services by analyzing national and international policing literature and to conduct a comparative analysis of selected amalgamated and non-amalgamated police services in Canada. The study must also provide analysis within the context of the economics of policing in Canada. A literature review of approximately 36 sources on police amalgamation has been completed by the Project Authority (PA). It shall be given to the Contractor upon signing the contract to integrate within the final report. The literature review must be used to provide a framework for the methodology and consultation instrument of this study. Within the above-mentioned context, this project will include a purposive analysis of police service amalgamations that have taken place in Canada over the last 30 years. The aim of the research is to analyze national and international policing literature and conduct a comparative analysis of selected amalgamated and non-amalgamated police services in Canada within the context of the economics of policing in Canada (see Public Safety Canada publications http://www.publicsafety.gc.ca/cnt/cntrng-crm/plcng/cnmcs-plcng/index-eng.aspx). In addition, the Contract will be required to consult in total 20 key officials and stakeholders (10 from each regional police service used in the case study) involved in police amalgamation at the municipal level of two amalgamated police services. 2. Period of Work The period of the Contract is from date of contract award to March 31, 2015. 3. Evaluation Process and Selection Methodology Basis of selection – Highest combined score of technical points (70%) and financial points (30%). Detailed in the RFP 4. Enquiries – solicitation stage All enquiries must be submitted in writing to the Contracting Authority no later than 5 calendar days before the bid closing date. Enquiries received after that time may not be answered. Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada. It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid. A request for a time extension to the bid closing date will be considered provided it is received in writing by the PS Contracting Authority at least five (5) working days before the closing date shown on page 1 of this RFP document. The request, if granted, will be communicated by www.BuyandSell.gc.ca at least two (2) working days before the closing, showing the revised closing date. The request, if rejected, will be directed to the originator at least three (3) working days before the closing date by the PS Contracting Authority. 6 Intellectual Property Public Safety Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds: Where the main purpose of the Crown Procurement Contract, or of the deliverables contracted for, is to generate knowledge and information for public dissemination. 7. Security There is no security requirement identified.
