WA14040 - Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) – Multi-Disciplinary Architectural and Engineering Consultant Services – Standing Offer at Defence Research and Development Canada, Ottawa, ON.

Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Standing Offer to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at Defence Research and Development Canada, Shirley’s Bay, 3701 Carling Avenue, Ottawa, ON.

The objective of this RFSO is to select one (1) firm, who will sign a Standing Offer (SO) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $250,000.00, for a period of one (1) year from the date of establishment.

If mutually agreeable between the Consultant and DCC, the SO may be extended for up to four (4) additional one (1) year periods and increased in the order of $250,000.00 for each additional period. Call-ups under the SO are expected to be valued between $2,000 and $50,000; the maximum value of a Call-up is $100,000.

Call up # 1 under this SO will be included in this competition.

The SO is not a commitment by DCC to spend the entire amount.

Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposal document.  The criteria relate to achievements and experience, technical and managerial expertise. The highest ranking firm selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer with DCC. 

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
