Description
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract. Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Providing geospatial land ownership boundaries and contact information for selected areas in Ontario Environment Canada, Burlington, intends on entering into a contract with Teranet Enterprises Incorporated to provide geospatial land ownership boundaries and contact information for selected areas in Ontario. The total contract value will not exceed $70,794.00 HST extra. The purpose of this project is to create and\or provide spatially accurate land owner parcel boundaries along with tabular information for 53,680 parcels for selected areas in Ontario. The tabular information is to include; 1) Name, 2) Address, 3) City, 4) Postal Code of the landowner for these parcels. The Contractor shall be responsible for delivering a transfer report that contains: 1. A shapefile (ESRI ArcGIS 10) containing parcel boundaries and PINs (Parcel Identification Number) for areas covered by Environment Canada’s Area of Interest (AOI); 2. Tabular information must include among other information PIN, Name, Address, City, and Postal Code (see Table 1 for a complete listing of required fields); and, 3. Full metadata compliant with mutually agreed upon standards. An ESRI shapefile containing parcel boundaries and a table with landowner and associated information for 53,680 parcels for selected areas in Ontario. The tabular information is to include; 1) PIN, 2) Name, 3) Address, 4) City, and 5) Postal Code. A full listing of tabular attribute requirements can be found in Table 1. Environment Canada shall provide: 1. A shapefile (ESRI ArcGIS 10) containing the spatial features of its Area of Interest. The Contractor has developed and maintains the land registry database for the Province of Ontario. The proposed services must be completed before 31 March 2015. Table 1.
