Advance Contract Award Notice – (14-22002) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. The National Research Council (NRC) Aerospace division operates a small fleet of Aircrafts including a Convair CV580, Falcon DA20, Bell Helicopter 412HP, Bell 206B, Bell 205A-1, Twin Otter DHC6, Harvard HVD4, and the Silver Start T33. Recently our Convair has developed a multitude of fuel leaks which collectively exceeds the acceptable limits for flight worthiness. The NRC has a requirement to repair the leaks from a full service aviation support specialist. The contractor must have knowledge and technical know-how to analyze Fuel Leaks and provide repair solutions, De-sealing and Re-sealing Integral Tanks, Fuel System Component Replacement, Line Maintenance Support, Fuel Quantity Calibration, Fuel Migration Detection, Sheet Metal Repairs and Heavy Maintenance Support. The only known vendor that has the technical know-how and expertise to satisfy the NRC requirement is FFC Services. FFC Services manages over 1,200 aircraft per year providing the industry with the most experienced fuel systems teams in the world. FFC services up holds the following certificates and standards: -FAA Certified Repair Station N2RR559Y -Designated Airworthiness Representative (DAR) -Designated Engineering Representative (DER) -FAA Certified Repairmen and A & P Mechanics -ISO 9001 : 2008 and AS9110 : 2003 Facility The purpose of this ACAN is to advertise to the supplier community that the NRC intends to issue a service contract for the repair services of the proposed vendor. This posting will serve for the immediate requirement and future contracts up to five years after the closing date of the ACAN. Cost Estimate of the Proposed Contract: $150,000 USD to $750,000 USD Name and Address of Pre-Identified Supplier: FFC Services USA Supplier’s Right to Submit a Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
