Description
The Royal Canadian Mounted Police (RCMP) has a requirement for a Contractor to develop a standardized engineering model and process to support the determination of channel and spectrum allocations when deploying, upgrading, or assessing land mobile radio communications systems. Specifically, the process and model are required to: 1. Ensure that sufficient capacity is provisioned to meet RCMP’s Land Mobile Radio (LMR) performance specifications; 2. Be based on RCMP radio communication procedures, industry best practices and actual traffic loads; 3. Consider the impact of supplementary P25 data such as OTAR, OTAP, location based services, and P25 Control messaging: RTT, ERTT as appropriate; 4. Document any deviations from Industry Canada channel loading guidelines (GL-04); 5. Be used as a standard automated engineering tool within National Radio Services of the RCMP. The successful bidder will be selected for award of contract on the basis of lowest priced compliant proposal within budget. The duration of the resulting contract shall be from contract award to May 31, 2015. The Crown retains the right to negotiate with suppliers on any procurement.
