    DESIGN-BUILDER SERVICES (MODIFIED DESIGN-BUILD PROJECT)

    (WITH SECURITY REQUIREMENTS)
    
    PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
    This is not a bid solicitation.  This is an advance notice of a potential project with anticipated Security Requirements to provide interested Design-Builders an opportunity to apply for security clearances.  Note that there is no guarantee that this project will proceed. 
    
    DESCRIPTION OF THE PROJECT
    The Seamanship Division training and Drill Shed activities are currently dispersed among four (4) buildings, three at Windsor Park and one at Stadacona. All existing buildings have been assessed and are identified for demolition. 
    
    This project is to provide training facilities for the Seamanship Division. The facility will comprise of a new approximately 8,000 gross square meters Drill Shed with offices, classrooms and training space (approximately 6,000 square meters net floor space) and a minimum of 432 square meters of exterior space. The site will also include a parking area, walkways and partial replacement of the Stadacona site fence.
    
    DESCRIPTION OF THE SERVICES 
    The services include but not limited to: Architectural work, Civil Engineering, Structural Engineering (including knowledge of progressive collapse and force protection design), Mechanical Engineering, Electrical Engineering (including CCTV and IA System), Environmental Engineering, Sustainable Design (LEED), Telecommunications (RCDD certification), Interior Design, Cost Estimating and Scheduling. 
    
    The project estimated cost is in the order of $37,000,000. 
    
    It is anticipated that this procurement will be initiated in the Fall of 2015.  This is conditional on the project receiving approval to proceed by the DND. 
    
    SECURITY REQUIREMENTS
    Design-Builders will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
    
    Sub-contractors /sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
     
    PROCESS 
    Design-Builders that do not meet the stipulated Security Requirements and that are interested in submitting a proposal for this procurement, can apply for the security clearance through the Industrial Security Program (ISP).  This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.  Design-Builders are asked to submit their request prior to May 6, 2015 quoting the following information: 
    
    -	Contract number C0000764; and
    -	Level of clearance requested to be sponsored for. 
    
    Design-Builders that have been sponsored through the ISP, which are in the process of obtaining their clearance and that are interested in submitting a Proposal for this procurement are to send an email to Assaad Nohra indicating:
    
    -	Name of the firm
    -	Contact person
    -	Level of clearance previously requested to be sponsored for
    -	Organization number assigned by CISD (if received)
