HEALTH CANADA ADVANCE CONTRACT AWARD NOTICE TITLE: Stakeholder Engagement to Support Harmonization of Public Health Advisories Associated with Extreme Temperatures in Ontario SOLICITATION NUMBER: 1000171250 1. The purpose and explanation of an ACAN An Advance Contract Award Notice (ACAN) allows Health Canada contracting authorities to post a notice on Buy and Sell, for no less than fifteen (15) calendar days, indicating to the supplier community that a good, service or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. 2. Rights of suppliers Suppliers who believe that they are fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes. 3. Definition of Requirements or Expected Results The Climate Change and Health Office (CCHO) at Health Canada is continuing its initiative to develop heat resiliency in individuals and communities in Canada. A key element of this heat initiative is to proivde stakeholders with information and tools for managing extreme heat events. This program has included working with provincial and local public health to strengthen evidence-based decision-making of health interventions and public communications through the implementation of community-specific heat alert and response systems. In 2012, Health Canada produced a guidebook on based on existing best practices for developing and implementing the various components of a heat alert and response system. In order to reach a consensus on an approach that addresses inconsistencies in how heat alerts are triggered and communicated, public health officials and provincial representatives suggested that it should not be federally-driven process. This scenario ideally necessitates using a third party as a means to pull the stakeholders together in a process that is science-based, stakeholder-driven and above all transparent. 5. Minimum requirements Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements: a) Have a current and credible relationship with all partners involved in the initiative (i.e., 36 public health units in Ontario, Environment Canada, Health Canada, Public Health Ontario, Ministry of Health and Long-term Care). b) Have expertise in facilitating multi-jurisdictional stakeholder-driven initiatives on climate change and health, extreme heat, and heat alert and response systems in Ontario. c) Have an in-depth knowledge of health impacts from climate change and extreme heat, and actions necessary to establish a province-wide heat alert and response system. d) Have knowledge of heat alert and response system evaluations and ability to adjust processes and recommend options based on findings. e) Have experience engaging with partners (i.e., 36 public health units in Ontario, Environment Canada, Health Canada, Public Health Ontario, Ministry of Health and Long-term Care) in a credible and constructive manner and conducting research to inform policy recommendations on extreme heat and health. f) Have a mechanism to provide timely, informed and accurate feedback and guidance to all partners on public health advisories associated with extreme heat in Ontario. 6. Reason for non-competitive award As per Section 6 of the Government Contracts Regulations (Treasury Board Secretariat Contracting Policy, Appendix B) or the limited tendering is only one person/ firm capable of performing the contract. 7. Applicable trade agreements No Trade Agreements Apply 8. Ownership of Intellectual Property Contract will own IP 9. Period of the proposed contract The services of this Contractor will be required for a period of approximately 18 months commencing upon contract award. The expected completion date of this project is the 31st day of March, 2017. 10. Estimated value of the proposed contract The total estimated value of the proposed contract should not exceed $55,000.00, including travel and living expenses (if applicable), and all applicable taxes. 11. Closing date and time The closing date and time for accepting Statements of Capabilities is July 10, 2015. 12.
