Description
An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service of Canada (CSC) has a requirement for an expert in understanding the psychological and physiological dynamics that impact individuals in a correctional professionsetting.
1.1 Objectives:
To deliver workshops enabling CSC employees to effectively cope with the challenges of their work in a correctional setting.
The goal of the workshops is to aid CSC staff, including correctional officers, other CSC professionals in maintaining and/or improving their quality of life both personally and professionally.
1.2 Tasks:
The cContractor must design and deliver one-day workshops that address the following:
- Education on key psychological health risk factors including primary and secondary trauma and compassion fatigue;
- How to identify and recognize signs of compassion fatigue, burnout, and PTSD in oneself and others;
- Develop skills for mitigating risks from trauma, moral distress and compassion fatigue;
- Learn cognitive, behavioral and emotional strategies for developing and building both personal and professional resilience;
- Discuss personal experience in the field of corrections or as a police officer, including front-line experiences and associated stress and difficulties, to enhance the content of the workshop
- Discuss personal experience as a Registered Psychologist working with trauma and discuss real cases scenario; and
- Provide guidance to senior leaders to help increase the number of employees that will develop personal and professional resilience and decrease those who become victims of stress-related difficulties within the organization.
1.3 Expected results:
This training will provide information/tools to CSC staff to help them cope more effectively with the challenges of their work in a correctional setting.
1.4 Performance standards:
- At the request of the Project Authority (PA), an initial meeting/teleconference will be set up between the contractor and the PA.
- The PA reserves the right to schedule additional teleconferences, as deemed necessary.
- The Contractor must, within one (1) calendar day, report to the PA, by telephone with a follow-up by electronic mail, any urgent issue that arises during the course of the workshop that could impact its progress or the security and/or wellbeing of the participants.
- The Contractor must, within one (1) calendar day, report to the PA, by telephone with a follow-up by electronic mail, any issue that arises during the course of the preparation of the workshop that could impact its delivery (e.g: statistical data needed, etc.).
1.5 Deliverables:
1.5.1 The Contractor must produce and submit the following deliverable:
An advanced copy of any audiovisual materials or handouts will be provided to the PA to prepare accordingly for the session.
1.5.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the PA.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.6 Constraints:
1.6.1 Location of work:
- The Contractor must perform all preparatory work at the Contractor’s place of business.
- The Contractor must deliver the workshops in CSC's six regions (Pacific, Prairies, Ontario, National Headquarters, Quebec and Atlantic) at training facilities specified by the PA.
- Travel
i. The contractor will have to travel to CSC's six regions, as requested by the PA, to deliver the training session(s).
1.6.2 Language of Work:
The Contractor must perform all work in English.
1.6.3 Security Requirements:
There are no security requirements associated to this contract.
2. Minimum essential requirements:
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
The Contractor must:
- Possess at least five (5) years experience as a First Responder in a law enforcement* and/or correctional environment**; and
- Have, within the past two (2) years, delivered a minimum of ten (10) workshops on how to deal with psychological trauma to police officers, law enforcement officers and/or correctional officers.
*Law enforcement environment shall be defined as a Canadian Federal, Provincial or Municipal police department (excluding military police).
**Correctional environment shall be defined as a Canadian Federal or Provincial correctional facility/institution.
Academic qualifications:
The Contractor must have a Ph.D. in Psychology.
Professional designation, accreditation and/or certification:
The Contractor must be a Registered Psychologist in the province of practice.
3. Applicability of the trade agreement (s) to the procurement
This procurement is subject to the following trade agreement (s):
North American Free Trade Agreement (NAFTA)
The procedural requirements of the other international trade agreements will be fulfilled following compliance to the procedural requirements of NAFTA and/or the WTO-AGP.
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement (s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The proposed Contractor served more than 20 years as a police officer, has a PHhD in Psychology and is also a Registered Psychologist with extensive experience in trauma management. He has first hand understanding of the challenges of emergency response work.
Furthermore, his workshop "Psychologically Healthy Workplaces, Trauma and Resilience" is the only known tool for building both personal and professional resilience.
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion (s) and/or limited tendering reasons are invoked under the section of the trade agreement (s) specified:
North American Free Trade Agreement (NAFTA) - Article 1016: Limited Tendering Procedures, section 2.
(b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists;
9. Ownership of Intellectual Property
Ownership of any foreground intellectual property arising out of the proposed contract will vest with the Contractor.
10. The period of the proposed contract or the delivery date(s)
The proposed contract is for a period of one (1) year, from date of contract award to 30-September-2016 with an option to extend the contract for three (3) additional one-year periods.
11. A cost estimate of the proposed contract
The estimated value of the contract, including travel and living expenses and options, is $86,000.00 (GST/HST extra).

13. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date and time of this notice. This statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The closing date and time for accepting statements of capabilities is 04-November-2015 at 02:00pm (EST).
