Nature of the Work:
Work of this Contract involves alteration and expansion of the existing dive training facility at the Canadian Coast Guard (CCG) base at Sea Island, Richmond, BC. The work involves:
.1 Provide and install fabricated steel reinforcement brackets within the interior of the existing main float at three mooring pile locations indicated on the contract drawings;
.2 Remove and dispose three 2-pile dolphins, comprised of creosote treated timber piles, to an approved disposal facility. Piles shall be extracted from the riverbed;
.3 Remove existing pile hoops from existing timber main float and relocate to an upland location, designated by the Owner, within the property boundaries of the Sea Island CCG base. Install Owner supplied pile hoops on existing timber main float in the manner illustrated by the contract drawings;
.4 Transport Owner supplied existing concrete float modules from their current storage location within Steveston Harbour to the project site;
.5 Remove existing mechanical services, including potable water and fire lines, from Owner supplied concrete float modules. Dispose existing mechanical components at Owner designated location situated within the property boundaries of the Sea Island CCG base;
.6 Supply and install fifteen steel pipe piles to moor the two Owner supplied concrete float modules and the existing timber float in position in the manner and at the location specified by the contract drawings. Attach floats to mooring piles with Owner supplied mooring hoops supplemented by additional mechanical hardware and dock bumpers where these are no longer in the Owners possession. Adjust position of cylindrical fenders at float ends as necessary to prevent direct end to end impact of floats;
.7 Reinstate utilities decommissioned at outset of work.

Bidders should note that all questions regarding this request for proposals must be submitted in writing, No Later Than November 05, 2015, 2 pm (14:00 Hours) EASTERNSTANDARD TIME to the contract authority. The department may be unable to respond to questions submitted after that date.
Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
