Advance Contract Award Notice (ACAN) – W8561-16016-B AQTA
The Department of National Defence (DND) has a requirement for professional services for the provision of a Private Pilot License Course in accordance with Canadian Aviation Regulations in support of Air Cadet ‘Power’ Pilot Scholarship (PPS) Program. Commander National Cadet and Junior Canadian Rangers Support Group (Natl CJCR Sp Gp) is required to provide the annual Cadet ‘Power’ Pilot Scholarship (PPS) program. The program has been in effect since 1946 and provides approximately 250 scholarships to obtain Transport Canada Private Pilot Licenses (PPL).
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract to the “ASSOCIATION QUÉBÉCOISE DU TRANSPORT AÉRIEN” (AQTA) of Quebec, Quebec. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the minimum 15 calendar day posting period. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Service Requirements from AQTA:
The specific requirement and scope of work are: delivery to approximately thirty-five (35) cadets a Transport Canada Private Pilot Licence Course in accordance with Canadian Aviation Regulations (CARs), which consists ground school instruction (minimum forty-five (45) hours per Air Cadet excluding the Transport Canada written examination), and flight training including the flight test (minimum forty-five (45) hours flight training per Cadet); and provide, through its designated member clubs (schools), the necessary facilities, aircraft and personnel to carry out such training in accordance with CARs.
Justification for the Pre-Selected Supplier:
Sole Source Justification is that: AQTA is the umbrella organization consisting of majority French language flying training schools in Canada. This association has the unique qualifications and expertise to meet Natl CJCR Sp Gp requirements to deliver this program. Over the past decades, no other associations have presented to represent flying clubs on a national level for majority francophone Air Cadet candidates. As such, and according to Government of Canada Contracting Policy, Section 10.2.1 (d) the proposed contractor is the only person or firm capable of performing the contract.
The Department of National Defence intends to award a single one-year contract to the “ASSOCIATION QUÉBÉCOISE DU TRANSPORT AÉRIEN” (AQTA) of Quebec, Quebec, for the provision of a Private Pilot Licence Course in accordance with Canadian Aviation Regulations during the period of May 1, 2016 to August 31, 2016. The Contract has an estimated value of $428,166.90$(GST & QST included).
