    Description

    The National Energy Board requires temporary professional services to support the work conducted by its Applications Business Unit during peak workload situations over the 2016-2017, 2017-2018 and 2018-2019 fiscal years. A portion of these services are expected to include support for the Board’s review of the Energy East application.

    Work required under this contract will involve the provision of highly qualified, experienced technical staff to support core regulatory functions on a Task Authorization basis. Professional services provided may include:

    • Review of various aspects of applications to construct, operate or modify hydrocarbon or commodity pipelines, power lines, hydrocarbon storage facilities, hydrocarbon loading facilities (marine- or land-based), hydrocarbon pumping or compression facilities, pipeline support structures or temporary bridges;

    • Technical writing;

    • Pipeline construction compliance reviews;

    • Review of post-construction environmental monitoring reports for pipelines or power lines;

    • Review of hydrocarbon remediation plans and monitoring reports; and

    • Review of marine- or land-based spill prevention and response plans.

    Review of Applications

    Personnel supplied by the contractor must be able to deliver services specified in a Task Authorization for the review of applications, plans and reports in one or more of the following professional fields:

    • Environmental assessment - terrestrial and marine environments
    • Environmental protection/inspection - terrestrial and marine environments
    • Pipeline engineering – pipeline, terminal and facility design

    • Pipeline engineering – pipeline, terminal and facility fitness for service assessment

    • Pipeline engineering – risk-based design and risk assessments

    • Pipeline engineering – offshore pipeline design

    • Civil engineering – structural including aboveground tanks, tunnels and bridges
    • Civil engineering – geotechnical, seismic and permafrost design
    • Civil engineering – hydrotechnical (coastal and rivers)
    • Socio-economic assessment - heritage resources, socio-economic impact, Indigenous matters

    Tasks within a Task Authorization for the review of applications, plans and reports may include:

    • review of evidence, reports, filings or other documents;

    • drafting of formal requests for information;

    • briefing NEB staff;

    • monitoring a public hearing remotely; and

    • providing written analysis and recommendations.
