    Sealed, signed tenders will be received up to 2:00 pm Eastern Daylight Time: June 7, 2016 for the attached services in accordance with the documents enclosed.

      Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, letter or fax (613) 991-4545, provided the tender and revision(s) are both received prior to Tender Closing Time.

      Nature of the Work:

    .1 Work of this Contract comprises upgrades to the main elevator at the Canadian Coast Guard Southside Base, St. John’s, NL.

    .2 Contractor work is not to begin until all required parts for construction are delivered and ready to use. This is to reduce the down time of the elevator as a temporary access for other elevator operations won’t be ideal due to the building layout/resources.

    .3 Contractor performing work on elevator shall be experienced employing trained technicians with over 10 years experience in the elevator industry. Documentation to be provided with tender documents.

    .4 Contractor shall be in good standing with WHSCC.

    .5 Site visit is mandatory before tender closing. Exact time will be coordinated by DFO during tender period.

    .6 Work in this contract comprises of the following:

    .1 Dust Control Procedures: provide and maintain Dust Control Barriers as required to carry out the work in locations designed and in accordance with Section 01 35 99 – Dust Control Procedures.

    .2 All Contractors work and associated safety plan documentation are to be included in a Site Specific Safety Plan (SSSP). The SSSP shall also address electrical work in accordance with OHS regulations and include all relevant requirements of CSA Standard CSA Z462 Workplace Electrical Safety latest edition. Lockout tag-out regulatory requirements must be followed. Contractor should note electrical workers for this project shall be provided in accordance with the provincial regulations in the ratios required for journeyman and apprentice. Contractor shall provide information on workers on site for the project as requested.

    .3 No work is to commence until the SSSP is reviewed by Owner’s Project Manager and deemed to meet the intent of the tender documents.

    .4 The scope of this project includes, but is not limited to, the following elements:

    .1 Replace main controller.

    .2 Replace electronic positioning system.

    .3 Replace governor, governor ropes and tail weight.

    .4 Install machine room guarding.

    .5 Replace car and counterweight shoes.

    .6 Replace hall door rollers.

    .7 Replace hall fixtures to suit new controller.

    .8 Replace position indicator.

    .9 Replace top of car station.

    .10 Replace car flooring.

    .11 Replace car panelling.

    .12 Replace lighting with LED fixtures.

    .13 Replace ceiling fan.

    .14 Replace car door operator.

    .15 Replace car door operating panel.

    .16 Replace car safety edge.

    .17 Elevator installer to supply and install all misc. Materials, conduits, wiring, programming, software, training, etc. as required to ensure elevator is fully operational.

    .18 Elevator installer to provide commissioning and two year warranty and certification letter indicating elevator is working and meets all applicable codes.

    .19 All other work as indicated on drawings and specification.

    FAMILIARIZATION WITH SITE

    A Mandatory Site Visit will be held 2 weeks after posting. The site visit will occur over a two day period. Contractors wishing to visit the site must contact the Contracting Officer Natasha Blackstein by email natasha.blackstein@dfo-mpo.gc.ca to obtain more information.

    It is a requirement for all persons wishing to tender on this project to attend this meeting at the site to familiarize themselves fully with the scope of work and the tendering requirements. The Bidder's Representative must sign an attendance list and attend the entire site visit, to have their bid submission considered responsive.

    Start Date: Upon contract award

    Completion Date: February 28, 2017

    Bidders should note that all questions regarding this request for proposals must be submitted in writing, no later than May 6th, 2016, 2 pm (2:00 hours) EASTERN DAYLIGHT TIME to the contract authority. The department may be unable to respond to questions submitted after that date.

    Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
