Application of SimSmoke Model in Canada

    The purpose of this requirement is to assess the impact of tobacco control policy on smoking behaviour and associated health outcomes by applying the SimSmoke model to Canada. Health Canada is responsible for the implementation of the Government of Canada’s Federal Tobacco Control Strategy (FTCS). The FTCS was introduced in 2001 to achieve significant reductions in morbidity and mortality due to tobacco use.

    In 2017, FTCS is due for a renewal process and Tobacco Control Directorate (TCD) has committed to conducting an analysis of the impacts of tobacco control policies on the dynamics of tobacco use in Canada. The model will help understand tobacco control policies and their effects by estimating smoking-related population statistics over the period 1999-2014 and projecting smoking rates over future years through 2065. The results of this analysis will be used to inform policy and program decision making for the renewal of the FTCS in 2017. The model will also be used as a key line of evidence in the evaluation of the FTCS in 2016-2017. The results of this modeling will be critical in the assessment of the performance of and the continuous need for the FTCS in reducing deaths and illness due to smoking.

    Suppliers who consider themselves fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If the Bidder can clearly demonstrate they possess the required capabilities, the requirement will be opened to electronic or traditional bidding processes.
