    All bids bonds are to be submitted in hard copy by the bid closing date and time to the mailing address indicated above.

    Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.

    SCOPE OF WORK / DELIVERABLES:

    The work consists of the furnishing of all plant, labour, equipment and material for the restoration of the Light Tower in Cape Bauld, NL, in strict accordance with specifications and accompanying drawings and subject to all terms and conditions of the Contract. 

    In general, work under this contract consists of, but will not necessarily be limited to, the following:

    1. Removal of all paint from the exterior concrete surfaces (down to bare concrete) and re-painting of the exterior concrete tower. 
    2. Protect EL750 Elastomeric Coating (or approved equivalent). Prior to re-painting, apply repair mortar MasterEmaco N425 (or approved equivalent), to any concrete surfaces with open cracks. 
    3. Exterior of the tower is to be fully scaffolded, enclosed and hoarded prior to re-painting. All scaffolding/hoarding systems to bear the stamp of a professional engineer, licensed by PEG-NL.
    4. Re-painting of the exterior aluminum lantern room enclosure. General requirements include a light abrasive blast to remove all the existing coatings on the surface to achieve an anchor profile of 1.5mils (rough sand paper finish).
    5. Repairs to the exterior concrete steps and re-painting.
    6. Repairs to the lower concrete lintel above the lighthouse window on the first floor.
    7. Replacement of one (1) broken window pane in the lantern room enclosure, as noted on the drawings.
    8. Ensure any paint chips removed from the exterior concrete surfaces of the tower are properly contained and disposed of at an approved waste site. In the absence of further testing (completed by and paid for) by the Contractor, the lead paint removed from the site is to be disposed of as leachable hazardous waste. 

    Datum used for this project is Lowest Normal Tides (LNT). 

    LOCATION OF WORK, WORK SITE AND DELIVERY POINT:

    Work will be carried out at Cape Bauld, NL. 

    The Site is remote and only accessible by boat or helicopter.

    The Cape Bauld Light tower is located in a rocky, barren landscape on the northern tip of Quirpon Island at the northern entrance to the Strait of Belle Isle.

    FAMILIARIZATION WITH SITE:

    Before submitting a bid, it is mandatory that bidders visit the site and its surroundings to review and verify the form, nature and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid or costs to do the work.

    No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply.

    The site visit will occur over a two (2) days period on September 06th and September 07th, 2016.

    Contractors, bidders or those they invite to site are to review specification Section 01 35 29 - Health and Safety Requirements before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

    Contractors wishing to visit the site must contact by email the Senior Contracting Officer listed below to confirm attendance.

    MANDATORY REQUIREMENTS:

    1. The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.

      Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.

      QUESTION AND ANSWER PERIOD:

      Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Tuesday September 13th, 2016, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.

      Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
