Description
REQUIREMENT :
AAFC requires the services of a Contractor to provide Enterprise Building Integrator (EBI) Lifecycle Management (ELM)
The contractor is required to provide :
1) Software Upgrades and Digital Video Manager (DVM)
- Upgrade current EBI License 41413 from version R430 to R500
- Upgrade current DVM License 46076 from R500 to R600
2) Software Update Services which includes Quarterly reviews of EBI Systems
3) Preventative Maintenance (PM) will be performed once during heating season and once during cooling season and must be coordinated with the Facility Manager.
The PM will include on-site work to the :
- Building Automation System
- Building System Security Control Panel, Terminal and Field Devices
The Contractor will provide a Report detailing work performed during PM and any deficiencies and repairs required and will proceed with repairs after receiving written consent (contract) from AAFC.
CONTRACT PERIOD :
The contract period will be from date of award for a three (3) year period.
Estimated Value : $ 80,846.00 (plus applicable taxes)

SOLE SOURCE JUSTIFICATION :
We are dealing with Honeywell as they are the sole distributer of the EBI/DVM platform and the only authorized distributer of updates and licensing. Honeywell is the original supply publisher and the only company with technicians trained to service their product. Replacing software/controls or running multiple versions for multiple tasks is not practical or financially feasible.
ACAN NOTICE :
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.
Inquiries on Submission of Statement of Capabilities
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
