PROJECT TITLE:
The Department of Indian and Northern Affairs Canada (DIAND) – Management Control Framework for Grants and Contributions
BACKGROUND:
The Department of Indian and Northern Affairs Canada (DIAND) implemented a Management Control Framework in 2011 that was supposed to be reviewed annually and revised as required. Regions have been requesting an updated version of the MCF and Transfer Payment Advisory Services has been unable to begin working on this as staff is currently focused on several high profile and urgent ministerial commitments.
OBJECTIVE:
The objective of this work will be to review and revise the department’s Management Control Framework and to develop the monitoring activities for Grants and Contributions.
SCOPE OF WORK:
Preparation:
• Acquiring familiarity with the current Management Control Framework through reading and discussion with departmental staff
Work will include:
• Extensive research of external sources (other departments, business types, countries) for examples of Management Control Frameworks which could be used with the department’s mandate and clientele
• Development of appropriate Management Control Framework and related documentation
• Reviewing current Management Control Framework to determine what needs to be updated and if there are missing components that should be addressed
• Participation in departmental working groups with ties to the Management Control Framework and its uses
• Review all programs, monitoring activities
