    Description
    1. Definition of the Requirement

    The Department of Environment Canada (EC) requires emissions testing services on Compression-ignition engines, Spark-ignition engines and Motorcycles.

    Compression-ignition engines with a gross power output of 3 to 560 kW

    1. The Contractor shall be equipped with emissions test equipment complying with the provisions specified in CFR 86, 89, 1036 and 1065, and diagnostic capabilities to monitor the performance of the engine throughout the accumulation and testing to ensure proper operation.
    2. The Contractor shall set-up the test specimen, and perform an engine map, in accordance with all applicable procedures specified in CFR 86, 89, 1036 and 1065, as the case may be.
    3. The Contractor shall perform engine service accumulation to a number of hours as indicated in the contract. Performance of engine service accumulation shall be done in accordance with instructions supplied by VETEV.
    4. The Contractor shall measure exhaust emissions of particulate matter, carbon monoxide, carbon dioxide, methane, hydrocarbon, nitrous oxide and oxides of nitrogen in accordance with the procedures and equipment prescribed in CFR 86, 89, 1036, 1039 or 1065, as applicable. Multiple tests may be required on the same specimen.
    5. The Contractor shall measure opacity levels from the smoke test(s) in accordance with CFR 86, 89 or 1039, as applicable.
    6. The Contractor shall conduct all required standard maintenance as identified in the contract during the course of service accumulation and testing. Standard maintenance includes but is not limited to oil changes, oil and air filter replacement.
    7. VETEV may, on occasion, require testing to be temporarily suspended. In which case, the Contractor shall hold the test specimen in the test cell and shall charge VETEV only the standby rate indicated in the contract.
    8. The Contractor shall inspect the test specimen upon receipt from VETEV. The Contractor shall report any damage, irregularity or area of concern upon inspection, and during testing and service accumulation of the test specimen. Any repairs must be approved by VETEV.
    9. The Contractor shall only use materials and parts supplied by VETEV. All materials and parts required for standard maintenance and normal operation will be supplied with the test specimen. If additional materials and parts are required during performance of the work, the Contractor shall contact the technical authority immediately to have the materials and parts supplied. The Contractor shall return all unused materials and parts to the technical authority upon return of the test specimen to VETEV.

    Spark-ignition engines with a gross power output of 0.5 to 19 kW

    1. The Contractor shall be equipped with emissions test equipment complying with the provisions specified in CFR 90 and CFR 1065.
    2. The Contractor shall set-up the test specimen, and perform an engine map, in accordance with all applicable procedures specified in CFR 90, 1054, 1060 or 1065, as the case may be.
    3. The Contractor shall perform engine service accumulation to a number of hours as indicated in the contract. Performance of engine service accumulation shall be done in accordance with instructions supplied by VETEV.
    4. The Contractor shall measure exhaust emissions of carbon monoxide, hydrocarbon and oxides of nitrogen using the procedures and equipment prescribed in CFR 90 or 1054, as applicable.
    5. The Contractor shall conduct all required standard maintenance as identified in the contract during the course of service accumulation and testing. Standard maintenance includes but is not limited to oil changes, oil and air filter replacement.

    Class I, II and III motorcycles

    1. The Contractor shall be equipped with emissions test equipment complying with the provisions specified in CFR 86 and CFR 1051.
    2. The Contractor shall set-up the test specimen in accordance with all applicable procedures specified in CFR 86, 1051 or 1060, as the case may be.
    3. The Contractor shall perform motorcycle service accumulation to a number of kilometers as indicated in the contract. Performance of motorcycle service accumulation shall be done in accordance with instructions supplied by VETEV.
    4. The Contractor shall measure exhaust emissions with the procedures and equipment prescribed in CFR 86.
    5. The Contractor shall conduct all required standard maintenance as identified in the contract during the course of service accumulation and testing. Standard maintenance includes but is not limited to oil changes, oil and air filter replacement.
    6. VETEV may, on occasion, require testing to be temporarily suspended. In which case, the Contractor shall hold the test specimen in the test cell and shall charge VETEV only the standby rate indicated in the contract.

    The work will involve the following:

    1. The Contractor shall provide a signed report in either hard-copy or electronic format, at the Contractor’s discretion, containing the following deliverables:
    2. Summary of results, including a description of any unusual results
    3. Raw data results, including the engine or driver trace data of actual speed vs desired speed for accumulation, testing and the engine map (if applicable) ;
    4. Documentation of latest calibration of laboratory equipment in accordance with relevant sections of the applicable CFR;
    5. Log book containing documentation of events with date and time, hours of operation or odometer reading and initials of the technician for all tasks being performed from the time the test specimen was received and returned to VETEV including:
      • Any preparation and set-up done
      • Any accumulation and/or engine map performed
      • Any pre-conditioning or testing done and which cycle
      • Any issues with specimen during prep or testing: trouble codes, engine light, etc.
      • Any changes in set-up
      • Any maintenance done or fluid checked
    6. For motorcycles, any distance not registered on odometer
    7. For motorcycles, the make, model, setting and placement of the fan for each test
    8. Any other information the Contractor deems could affect emissions
    9. Pictures:
      • General photo of engine or motorcycle on dynamometer
      • Pictures of each side of the engine or motorcycle setup
      • For engines, the engine mounts, if not clearly visible in previous pictures
      • For engines, the coupling between dynamometer and engine
      • Any issues with specimen during prep or testing: trouble codes, engine light, etc.
      • If any special requirements for testing, at least 1 picture of the method performed to demonstrate how the procedure was done
      • For motorcycles, the fan placement
      • For motorcycles, the tie down points
      • For motorcycles, the rear wheel placement on dynamometer
      • For motorcycles, the CVS connection to muffler/exhaust pipe
    10. Test fuel specifications for the fuel used for testing; and
    11. Technical specification of laboratory set-up and equipment.
    12. The Contractor shall ensure that all electronically submitted Deliverables and services provided are in conformity with VETEV’s standard desktop publishing software, currently Microsoft Office 2010, and any upgrades thereto.
