    This procurement is set aside under t, C he federal government Procurement Strategy for Aboriginal Business. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business see Annex 9.4 of the Supply Manual.

    This procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses.

    Further to Article 1802 of the Agreement on Internal Trade (AIT), AIT does not apply to this procurement.

    REQUIREMENT DESCRIPTION:

    Purchase, delivery and installation of a High Density - Mobile Shelving System which has the capacity to contain 2500 boxe - MECHANISM: Manual Crank Controls, on rails.

    The requirement is described in details in the bidding documents.

    SECURITY REQUIREMENTS: for installers only

    The security clearance required is: Access to RCMP facilities - Level 2 with escort must be met before contract award.

    DELIVERY DATE WITH DEADLINE

    Goods: the total delivery must be at destination before March 31, 2017 at 4:00 pm Est

    Services: installation services will be requested between April 1, 2017 and June 30, 2017

    3. ANNEX A - REQUIREMENT : The «Annex A – Requirement # A20170202F» is the final version and it has been amended as follows:
      1. Delete the request for an ELECTRIC MODEL. Only the Manual Crank Control model will be evaluated for the Contract Award.
      2. Entirely delete «Annex A1 – 10 56 26 Technical Specifications from the NATIONAL MASTER STANDARDS provided as an attachment to Annex A.
        1. The version provided as Annex A1 is an old version of NMS 10 56 26 dated on 2013. It is not up to date nor adequate. It identifies products of a supplier and disadvantages the competitors.
        2. Equivalent products; with similar quality and robustness from any other manufacturer will be accepted.
        3. THIS DOCUMENT IS NOT MANDATORY. These are only reference points and quality standards for similar requested products. Bidders who would like to consult it, may obtain the version updated on 2016 on the web site listed in Annex A. (Fees may be expected).
    4. Delete the reference document G1-028 Security Use of Mobile Shelving and add the reference document «Hazard Alerts! – Mobile Sherlving Units»
    5. We ask for a mobile shelving system made of steel mounted on rails.
    6. The quantity of boxes is estimated to 2500. The purchase of this mobile shelving system targets to maximize the quantity of boxes that can be stored in the allocated space.
    7. Measurements of available space are specified in Room P LAN A3. The mobile shelving system must respect this space and these measures.
    8. The system for blocking the shelves movements aims at ensuring the safety of the users. An automatic or manual locking system on both sides is required.
    9. Safety lock of rows is to help users to work safely. Not to secure its contain. A blocking system manual or electric to lock rows movements on both side is required.

    Q1 Can we drill into the slab (floor) or a system with integrated floor and rail?

    R1 It is possible to drill into the slab (floor).

    Q2 If in the case we can break through the slab, do we have to make a false floor between the rails? Or is rail on the ground enough?

    R2 See DDN section 2.2.B and section 4.1.10 Floor

    Q3 For options, you want to have a price for everyone? Electric or mechanical system, code lock, foot safety brake?

    R3 Options have been removed. Only the manual model is required.

    Q4 With an electrical system and foot safety, the system will take up more room (square foot) in the room, do you have that place?

    R4 The system must respect the dimensions provided in the tender documents.

    Q5 Should the system have this standard being that your local will already be locked, G1-028?

    Q8- 1.3.K – ISO 9001/14001 are one of many different quality standards. Space file has our own Quality Management Plan that has been accepted by the Federal Government on other tenders. Will the Space file Quality Management Plan be acceptable for this bid?

    Q9- 2.3.C – The specifications call for riveted carriages. Spacefile makes Welded Carriages which are superior to rivet carriages. There are many advantages to welded carriages and we have supplied many welded carriages to the Federal Government over the years most recently in Vancouver last month. Will Welded carriages be acceptable for this bid?

    R9- This is not required, Annex A1 was deleted

    Q10- 2.3.F.4 – Optional Front Shelving Unit – Please confirm this is not required

    R10- This is not required as described in Annex A1. But you need to bid as described to 4.1.7 Retractable Sliding

    Q11- 2.3.H.2 – Optional Lever Arm Dual Access – Please confirm this is not required

    R11- Any device to ensure the safety of the user will be considered according to CSST standards

    Q12- 2.3.H.3 – Optional Toe Level Safety Sweep – Please confirm if this is required. We highly recommend this feature on Manual Crank Carriages.

    Q13- 2.3.I.1 – Optional Overhead Aisle Lighting – Please confirm this is not required
