TITLE: Neutral Assessment of Evaluation Function
DESCRIPTION OF WORK
The Parks Canada Agency (PCA) requires consulting services, as outlined in this statement of work, to conduct a ‘neutral assessment’ of its evaluation function consistent with the requirements of the Treasury Board (TB) Policy on Evaluation (2009) and the renewed TB Policy on Results (2016).
According to these policies, Deputy Heads are responsible for “ensuring the conduct of a neutral assessment of the evaluation function at least once every five years”. The proposed work will be the first neutral assessment of the evaluation function at the Parks Canada Agency. It will serve as both a summative assessment of the Agency’s implementation of the TB Policy on Evaluation (now rescinded) and a formative assessment for the implementation of the evaluation function under the renewed TB Policy on Results. The targeted completion date for this assessment is July 21, 2017.
The assessment will cover the period of 2009-10 to the present and will examine issues to be determined as per the terms outlined in the statement of work.
The Contractor selected to carry out this assessment will report to PCA’s Chief Financial Officer, who will serve as the project authority. Final neutral assessment deliverables will be subject to approval by the Agency’s Chief Executive Officer (CEO).

CONTRACT PERIOD:
The Contractor shall perform and complete the Work by August 31, 2017 from the date of notification of acceptance of the offer.
