    Description

    The National Capital Commission (NCC) is looking for a Contractor who will be responsible for fungicide injections and sanitation pruning of Elm trees within the National Capital Region, this work is part of the NCC Dutch Elm Disease (DED) program. This contract is for a two (2) year period (2 summers), with an option to extend for another summer upon mutual consent at the same terms, conditions and pricing.

    Inventory: An inventory of existing elm trees (approximately 1200 elms in inventory - (Appendix A)) was created to identify potential candidates for the DED program. The inventoried elms are all located within a radius of 10 kms from Parliament Hill. Trees are identified by asset number and referenced on maps which will be provided to the Contractor. Trees will be considered as potential candidates for fungicide application based on selection criteria and also based on a site/location priority.

    Priorities;

    a) Tree selection criteria

    • Trees that have been diagnosed with DED and trees within proximity

    • Specimen trees

    • Trees of a size greater than 25 cm Diameter Breast Height (DBH) that are within areas where the DED is present and that are in otherwise good health and structural condition

    b) The priority areas are (a map book will be provided to the successful Contractor):

    • Island Park Drive (from Hampton Park to Carling Avenue)

    • Farm Drive (from Carling Avenue to Prince of Wales Drive)

    • Rideau Canal (from Commissioner’s Park to Rideau Street)

    • Quebec Urban Lands

    • All other remaining areas shall be considered based on extent of DED presence

    c) Exceptions

    • Exceptions to these priority areas can be expected and shall be determined by the NCC project officer. The Contractor shall receive advance notification to ensure minimal disruption to the schedule.

    Range: This contract will be based on a unit cost ($/cm DBH) with an estimated quantity of 4,200 cm DBH per year (100 to120 trees) expected to be treated during the spring of 2017 and in 2018. The majority of trees to be injected will range in DBH size from 25 cm to 60 cm while fewer in quantity, trees shall also be treated ranging from 60 cm to 150 cm on average. These average figures do not exclude other trees that may have greater or lesser DBH dimensions.
