Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement: The National Research Council, Aerodynamics Laboratory has a requirement for various types of consulting services in Bluff Body aerodynamics, Aviation aerodynamics and wind tunnel test and measurement techniques. The contractor will be expected to as and when required, provide advice and guidance, meet and interview researchers, technicians and clients and summarize recommendations with reports.
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements):
Any interested consultant must demonstrate by way of a statement of capabilities that they have experience that meets the following criteria:
Experience, Knowledge and understanding Academic qualifications
- PhD in Experimental aerodynamics engineering or related field.
- 20 years of experience as a researcher performing wind tunnel testing of ground-based structures and their components, including bridge aerodynamics. The experience must include a full spectrum of research activities including identification of research requirements and reporting through written documentation.
- As a minimum, 25 years of experience reviewing technical reports in bluff body aerodynamics and aviation aerodynamics.
- Significant knowledge of the effects of turbulence on the aerodynamics of bluff bodies and its simulation in wind tunnel.
- Significant knowledge of the aerodynamic behaviour of stay cables under dry-wind conditions, rain-wind conditions and ice-wind conditions.
- Significant knowledge of how to calibrate external pyramidal balances for low speed wind tunnels.
- Significant experience in working with multi-disciplinary teams.
- At least 20 years of experience with client liaison.
- The ability to work and travel within Canada/USA.

Justification for the Pre-Identified Supplier: The contractor has been pre-selected for this unique consulting service for their high level of experience in the Aerospace industry. In the 25 years of experience in aerospace research and technology, the contractor has experience in core areas of aerodynamics, flight research, gas turbines, structures and materials, and manufacturing. The contractor has a plethora of experience in experimental aerodynamics engineering consulting, 20 years’ experience as a researcher in a wind tunnel testing of ground-based structures, components and including bridge aerodynamics. There are no other known parties with this unique profile that can adapt and offer advice, guidance.
Only one party is able to perform the work for technical reasons, exclusions under the North American Free Trade Agreement (NAFTA) Article(s) 1016b : where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.
Ownership of Intellectual Property – There are no Intellectual Property considerations with this procurement.
Period of the proposed contract or delivery date: The initial contract is anticipated to begin on May 22nd 2017. Additional consulting services maybe required. NRC reserves the right to retain the contractor for additional aerodynamics consulting services valued up to $100K.
Cost estimate of the proposed contract: The initial contract will be in the range of $10K to $15K.

Suppliers' right to submit a statement of capabilities: Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Closing date for a submission of a statement of capabilities: The closing date and time for accepting statements of capabilities is May 19th 2017, 2pm eastern.
