Simulated on-Site Surveys for Accreditation
An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
- Definition of requirement:
The Correctional Service Canada (CSC) has a requirement to provide every inmate with essential health care, and reasonable access to non-essential mental health care that will contribute to the inmate's rehabilitation and successful reintegration into the community, in accordance with professionally accepted standards (Corrections and Conditional Release Act, Section 86).
CSC is required to maintain its accreditation status to remain in compliance with community practices. Accreditation status reinforces CSC Health Services to address offenders’ health needs, which will sequentially uphold them in participating in correctional programs that contribute to their successful reintegration and contribute to public health and safety.
Accreditation Canada is an affiliate of The Health Standards Organization (HSO). These two organizations are working side-by-side to change the way health care standards are created and the way accreditation services are provided. The HSO owns all the health related standards used by Accreditation Canada in its survey visits to achieve accreditation status. In order to be ready for the next accreditation surveyor site visits in 2018 by Accreditation Canada, the Health Standards Organization (HSO) will prepare CSC Health Services by doing simulated surveys at selected sites to which will be customized to address areas of quality improvement. The written reports from the simulations on-site surveys will help Health Services Sector to be prepared and to be on track for its accreditation 2018 visits.
- Objectives:
Assist CSC Health Services maintaining their Accreditation Status by doing simulated on-site surveys at selected sites in each region and at NHQ to determine areas of strength and opportunities for improvement.
1.3 Tasks:
The Contractor must perform the following tasks:
- Develop targeted practice surveys to address areas of quality improvement in CSC Health Services so that CSC can maintain accreditation status;
- Conduct simulated on site surveys at CSC Health Services at National Headquarters and in Health Services Clinics in each of the five regions.
- Prepare staff for their survey and help them feel at ease with the survey process as well increase comfort level and confidence when speaking with the surveyors
- Identify of strength and opportunities for improvement
- Actionable recommendations for moving forward prior to the on-site survey
1.4 Deliverables:
The Contractor must produce all of the following deliverables:

- Provide expert advisors who will first conduct an interview/discussion session with leadership using the Leadership Standards as a guide and use the trace methodology to assess preselected priority processes.
- Prepare relevant learning materials (master copy of the participant manual, PPT presentation, etc.)
- Make recommendations on quality improvement related to the findings;
- They will prepare a written report in English after each survey and provide verbal feedback about was observed in terms of preparation, areas of strength and opportunities for improvement.
- The deliverables must be submitted in Word Format in both English and French.
- The final report will be in English and provided to the Director General Clinical Services and Public Health, Health Services Sector, National Headquarters.
The report must be submitted in Microsoft Word Format in English and will follow with a briefing to CSC officials.
1.4.1 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).

a. The Contractor must perform the work at different locations as determined at a later date by the Project Authority.

1.6 Language of Work:
The Contractor must perform all work in both official languages, English and/or French, based on the region they are visiting.
1.7 Security Requirements:
There are no security requirements associated to this contract.
2. Minimum essential requirements:
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
- The Contractor must meet national and international Standards Development Organization (SDO) requirements set by organizations such as Standards Council of Canada (SCC); and
- The Contractor must develop the standards that are used by Accreditations Canada.
3. Applicability of the trade agreement(s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement(s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The pre-identified supplier meets all of the essential requirements described in this ACAN and owns all the health related standards used by Accreditation Canada in its survey visits to get the accreditation status.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection: only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
Ownership of any foreground intellectual property arising out of the proposed contract will vest with the Contractor.
10. The period of the proposed contract or the delivery date(s)
The proposed contract is for a period is from Contract Award to October 31, 2017.
11. A cost estimate of the proposed contract
The estimated value of the contract, including option period(s), is $40,200.00 (applicable taxes included).

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date and time of this notice. This statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
