E-learning Solution to Address the Learning and Development Needs of Fishery Officers
1.2 Introduction
Conservation and Protection (DFO) is seeking the services of an online training solution provider for police and law enforcement personnel, who can offer law enforcement related e-learning courses in both official languages, and which are developed and approved by subject experts from the Canadian police community (eg. RCMP, Police colleges, Provincial Police Services, etc.) The service provider would also be required to provide 650 DFO users with access to a Learning Management System through a portal customized for DFO. DFO will be able to use this portal to access the contractor`s courseware as well as other courses licensed by or produced by DFO. The system will also have the capacity to track the users’ trainings.
1.3 Objectives of the Requirement
Provide fishery officers with quality online training in both official languages that is consistent across the country and to keep track of their training history.
1.4 Background, Assumptions and Specific Scope of the Requirement
The Conservation and Protection`s (C&P) staff currently includes approximately 600 fishery officers who are deployed all across the country. Fishery officers are trained to carry out a wide range of duties, on land and at sea, and are the government`s first line of support in promoting compliance with legislation and regulations through various mediums from education to deterrents such as fines to ensure the sustainability of Canada’s aquatic resources, aquatic habitats and oceans.
Upon recruitment, fishery officer cadets receive 18 weeks of classroom training through the Fishery Officer Career Progression Program (FOCPP), which is designed to provide them with the knowledge and skills that will be required to perform their future duties as fishery officers and covers topics such as fish identification, fishing gear, acts and regulations, use of force, enforcement methods and operation of small crafts.
Upon successful completion of the classroom training, the cadets are appointed to a GT-02 fishery officer position and are required to complete an additional 30 months of field training in order to be appointed to a GT-04 position. During this period the fishery officer trainees learn and acquire the field knowledge and techniques that they will require throughout their careers. The fishery officer trainees are shadowed by a field trainer who evaluates their performance based on the statement of merit criteria and recommend promotion where appropriate.
After being promoted to the GT-04 level, the fishery officers are essentially responsible, in discussions with their supervisor, to determine their training needs and submit a learning plan indicating courses that they would like to take to further develop their careers. In addition to this, fishery officers are also often required to complete mandatory training in order to stay current with safety procedures and with the ever changing world of enforcement.
A few years ago, it was identified that fishery officers were often unable to find courses that suited their career development objectives and that training opportunities were not equal from a region to another. Also, as the regions played a large role in selecting the courses to be delivered to their fishery officers, there was much duplication of effort and lack of consistency in the trainings offered to the fishery officers across the organization. These issues were resolved in 2013 when C&P had recourse to online training solutions.
The purpose of this solicitation is to obtain the services of a provider of online training solutions for police and law enforcement personnel, to ensure that C&P can continue to provide fishery officers with access to relevant quality online training that is consistent across the country and to keep track of the training history for each fishery officer.
2.0 Requirements
2.1 Tasks, Activities, Deliverables
Learning Management System
Contractor shall:
- Provide 650 DFO employees with access to a learning management system (LMS) through a portal customized to DFO`s needs. Portal shall be available in both English and French. DFO shall be able to use the portal to access the contractor`s courseware as well as other courses licensed by or produced by DFO. The LMS shall have the capacity to track users’ trainings.
- Host the LMS portal and database;
- Provide security features to limit access only to authorized learners (employees named by DFO);
- Provide storage and bandwidth required to support their own courses/videos and DFO specific e-learning courses and videos.
- Provide LMS database and portal maintenance and backups.
- Provide help Desk support for users and DFO portal administrators. Available Monday – Friday, 8am-8pm (EST). All requests will be responded to in 24-72 hours.
Training Management System
Contractor shall:
- Host the Intelex application and database;
- Maintain local LMS to Intelex integration for personal transcript reports and daily course completion records transfer;
- Provide the following support services:
- Intelex application maintenance and backups;
- Intelex database maintenance and backups;
- Intelex application and database patching;
- Assistance to Intelex in troubleshooting application problems.
Course Offerings
Contractor shall:
- Have a catalogue of law enforcement related e-learning courses available in both official languages to offer. These courses shall be developed and approved by subject experts from the Canadian police community (eg. RCMP, Police colleges, Provincial Police Services, etc.). These courses should also be easily accessible through the Learning Management System and be available to all fishery officers across the country.
2.2 Ownership of Intellectual Property
The services described in this statement of work will not lead to the creation of intellectual property.
3.0 DFO Obligations
DFO is responsible for:
- Providing a list of users (with names and corresponding email addresses) to be uploaded in the LMS portal in the format specified by the contractor;
- Providing a single point of contact for communication;
- Identifying 3 individuals to be trained by the contractor as an administrator on the system;
- Licensing any third party courses;
- Providing complete, well-formed SCORM packages for any in-house or third party courses to be loaded on the LMS;
- Providing a 5 business day notification to the contractor for course uploads, registrations, and potential system updates and/or change requirements.
- Maintaining an up-to-date Intelex license;
- Maintaining records in the Intelex system;
- Working with the Training Management System provider to determine functionality and support policies and providing information to the contractor.
3.1 Contractor’s Obligations
Contractor will be responsible for:
- Customizing the LMS portal to DFO`s need;
- Performing the initial import of user names in the LMS portal;
- Providing an electronic replication of the DFO’s organization within the portal;
- Maintaining the integrity and security of training records;
- Provide weekly customized training reports in excel format to DFO. Reports will be delivered on a specified reporting schedule based on a mutually agreed upon times;
- Provide quarterly tracking and billing of training;
- Process group and individual registration requests for courses in their catalogue and courses developed by DFO;
- Providing distance training to 3 DFO employees to be administrators so they can register users to trainings and run reports on an as-required basis;
- Providing technical support and ensuring the system is functioning properly;
- Providing acknowledgement of technical support requests within 1 business day of receipt;
- Providing full backups of entire system;
- Installing updates to Intelex system as part of the standard Intelex maintenance;
- Providing direct access to Intelex database as requested;
- Providing access to DFO developed or licensed third party courses;
- Uploading up to 10 new DFO courses per year and supporting existing offerings.
3.2 Location of Work, Work site and Delivery Point
Learning Management System Portal shall be accessible online by all fishery officers across the country.
3.3 Language of Work
All services described in this statement of work shall be offered in both official languages at the advanced level for oral, comprehension and written as per the chart below.
