Requirement
A minimum of three Organizational Design and Classification Consultants are required to support managers in writing and/or updating job descriptions in order to meet TB policy requirements and to respond to ongoing public service–wide classification initiatives. The project is expected to last for two years, with an option to extend.
The project requires the services of professional and experienced Organizational Design and Classification Consultants. The resources must have a good knowledge of organizational design and classification in the federal public service and of the tools and methods required to develop job descriptions which are ratable by accredited classification advisors. The resources must have excellent writing skills in one or both official languages.
The contract will be managed by the Human Resources (HR) Branch. The HR Branch will be reimbursed by client branches for the services delivered. To support the resources in their work, they will be provided with copies of current job descriptions, organizational charts (current and proposed), copies of relevant contextual information and instructions on Elections Canada’s preferred job description format.
Period of the Contract
Initial Term with Option to Extend
The Contract period will be from the Effective Date of the Contract until December 31, 2019 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by one (1) additional period of one (1) year under the same terms and conditions.

Submission of Offers
It is requested that offers be addressed to the attention of the Contracting Authority and delivered to the Proposal Receiving Unit. Offers must be delivered to the following address, sealed, on or before the bid closing date indicated on the front page of the RFP at 2:00 p.m. (Gatineau, Quebec time).

Bids sent via electronic mail or facsimile will not be accepted.

Debriefings
Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
