    Purpose of this Advance Procurement Notice
    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-trades an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
     
    Description of the Project
    Work of this contract includes the repair of asphalt and concrete taxiways Mike and Alpha and replacement of adjacent sub-drains at 4 Wing Cold Lake, Alberta.
     
    Description of the Services
    Scope of Work includes but is not limited to the following:

    1. Replacement of existing storm sub-drainage piping with perforated corrugated steel pipe (CSP) and replacement of existing manholes and catch basins adjacent to taxiways.
    2. Mill and overlay with new asphalt on taxiways.
    3. Repair or replace areas of concrete taxiways.
    4. Electrical work to remove and reinstall runway lighting adjacent to the taxiways.
    5. Pipe inspection after installation; CCTV.
    6. Landscaping, including topsoil, fertilizer and hydroseeding.

    Overall project value is estimated at $20,000,000.00. It is anticipated that this procurement will be initiated in February 2019. This is conditional on the project receiving approval to proceed by DND.
     
    Security Requirements
    Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
     
    Process
    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to December 19, 2018 quoting the following information:

    • Contract number W0134-1590000497; and
    • Level of clearance requested to be sponsored for.
