    1. Advance Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of Requirements

    In this work, the Contractor will conduct a numerical study of the detailed physics of a gas-liquid metal multiphase gas-lift system as it pertains to CanmetENERGY’s concept for waste heat capture and conversion.The work will aim to develop reliable numerical models that will aid with system improvements, control and auxiliary system design, and full-scale sizing estimates.

    CanmetENERGY-Ottawa is developing a waste heat-to-power technology for use in a variety of operational environments. We aim to provide a competitive technology that will allow for clean electricity generation from low-temperature sources, for which a very limited variety of energy conversion options exist.

    Benchtop work completed to date has suggested that the fluid behaviour between the two phases involved is very atypical of traditional systems. To maximize the electricity production potential of this multiphase fluid circuit, a more complete understanding of the fluid dynamics at play is sought, as they pertain to gas-lift pumps and electromagnetically influenced flow. Therefore, existing numerical models of the flow conditions of our system will need to be improved so that they can a) accurately or predictably simulate the flow conditions within the liquid metal circuit, and b) be used to test system modifications and scale-up for full-scale application of the concept.

    In this work, a detailed investigation into the behaviour of the multiphase fluid system will be carried out. 

    3. Criteria for Assessment of the Statement of Capabilities

    Any interested supplier must demonstrate by way of a statement of capabilities that it has following experiences, qualifications, and knowledge:

    1. The Contractor must have one or more qualified individuals with a minimum of 5 years of experience within the past 10 years developing models closely related to two-phase flow in gas- or air-lift systems;

    2. The Contractor must have one or more qualified individuals with a minimum of 5 years of experience within the past 10 years in experimental test programs related to two-phase flow in gas- or air-lift pumping systems;

    3. The Contractor must have experience handling or simulating the flow of liquid metals;

    4. The Contractor must have jurisdiction over or access to multiphase fluid test facilities; and,

    5. The Contractor must possess a valid computational fluid dynamics or other appropriate engineering design software licenses, and have the capability to incorporate electromagnetic field theory into their models.

    7. Justification for the Pre-Identified Supplier

    We intend to deal directly with the supplier mentioned in section 13 below as it is the only known supplier that meets the mandatory criteria set out in section 3 above.

    Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN; a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders

    8. Exception to the Government Contracts Regulations

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection: 6(d) – “only one person is capable of performing the work.

    The identified provider, University of Guelph, is the only one able to meet all of the criteria identified in paragraph 3 above.

    9. Exclusions and/or Limited Tendering Reasons

    10. Ownership of Intellectual Property

    Ownership of any Foreground Intellectual Property arising out of the proposed

    contract will vest in the Contractor.

    11. Contract Period

    The contract period will be from date of award until September 30, 2020.

    12. Estimated Cost

    The estimated maximum value of the contract is $68,600.00 CAD plus applicable taxes.

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    15. Closing Date

    The closing date for a submission of a Statement of Capabilities is January 8, 2019 @ 14:00 Mountain Standard Time.
