    Betty Lake Water Treatment Plant Operations and Maintenance Services

    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    Provide Operation and Maintenance Services for Betty Lake Water Treatment Facility (Class IV) located in Wainwright, Alberta that supplies potable water to both Wainwright Garrison and the Town of Wainwright.

    Description of the SERVICES

    The services for this project include the following:

    1. The production of potable water in accordance with applicable acts and regulations;

    2.Maintenance services for the facilities associated with the Betty Lake Water Treatment Facility, including the plant, lagoons and grounds;

    3.Water Treatment Facility processes include coagulation, flocculation, clarification, rapid sand filtration, membrane ultrafiltration, and disinfection to achieve treatment objectives;

    4.Regular testing and analysis of water samples, including third party lab testing.

    The approximate operation and maintenance cost for this project is $5,100,000.00 over three years with the potential to have two, two-year extensions and an increase in value of up to $6,800,000.00. The total potential opportunity is in the order of $11,900,000.00.

    It is anticipated that this procurement will be initiated in Fall 2019. This is conditional on the project receiving approval to proceed by DND.

    Security Requirements

    Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

    Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

    Process

    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcccdc.gc.ca/english/contractors_consultants

    Contractors are asked to submit their request prior to February 5, 2019 quoting the following information:

    • Project number WTP20-23 and

    •Level of clearance requested to be sponsored for.
