Competitive Procurement Strategy: Highest Combined Rating of Technical Merit and Price
Period of Contract: The period of the contract is five (5) years from the date of award of contract.
1. Summary
1.1 Services
Royal Canadian Mounted Police (RCMP) requires the services of an architectural firm (the “Consultant”) together with a multi-disciplinary team of sub-consultants for the provision of service required for this project.
1.2 Overview
The services of a Consultant, are required to undertake the design and construction administration / review services needed to construct a new detachment in Gimli, MB.
The Gimli detachment was identified as a priority for replacement. The area of Gimli holds a population of 6000 in the off season that can grow to 12,000 in the summer months and located within the Manitoba East District. The town is situated on Highway 8 just 83 kilometers north of Winnipeg on the west side of Lake Winnipeg. The Gimli Rural area covers three provincial parks that attract in excess of 30,000 visitors a year.
The Gimli Detachment was constructed in the 1950’s on RCMP owned land within the community in the red brick style. While structurally solid, it is undersized for the current policing requirements at this location. Additional cell capacity is also required to support the annual prisoner count.
A space analysis has been completed for this detachment per the standard operating procedures identified by the RCMP. The space analysis indicates that the new Gimli detachment shall be approximately 837 m2 in size and located on 13 Centennial Road.
SECURITY REQUIREMENT: There is a security requirement associated with the requirement.
