    Canadian Heritage (PCH) is seeking the service of a Contractor to prepare, install, remove and maintain a stock of Christmas Light strings on an annual basis at various sites in Ottawa and Gatineau along Confederation Boulevard. The Contractor will be required to prepare all the Christmas light strings, bulbs and support equipment, perform the installation, maintain the lighting while installed, remove the lighting and store it for the duration of the contract. PCH will supply all Christmas light bulbs and strings.

    The Contractor must have at time of solicitation closing all required permits to work in the provinces of Ontario and Quebec.

    The Contract will cover the Christmas Lights Across Canada program for an initial period of three years (2019-20, 2020-2021 and 2021-2022 seasons) with two option years (2022-23 and 2023-24 seasons).

    Mandatory Evaluation Criteria:

    M1: Bidders must provide the details and descriptions of at least three projects completed in the last five years that clearly demonstrate their experience with ALL of the following activities:

    • Installation, removal AND maintenance of light strings on trees and shrubs in public areas up to 75 feet (23 meters) in height.

    Each project description must include:

    • The name of the client
    • The location of the work and the date for when it was completed
    • A description of the work
    • A contact name and telephone number of the client (Contact information is needed to validate information provided in the proposal).

    M2: Bidders must demonstrate that its staff possesses the necessary qualifications and certifications to operate any elevated work platforms required to perform the work b

    • Providing a list of names of all employees who may be working on elevated platforms
    • Providing a copy of their current Elevated Work Platform certifications valid in Ontario and or Quebec.

    M3: For the lighting requirement of this contract, The Bidder must be able to manage:

    • Three phase power distribution to ensure properly balanced electrical loads
    • Electrical loading to properly plan for electrical distribution
    • Electrical troubleshooting

    The Bidder must provide the name and a valid copy of certification/license of the licensed electrician who is on staff or with whom the Bidder will sub-contract for the installation.

    M4: The Bidders must demonstrate that they have, or will have, a storage facility available for the entire duration of the contract including all possible option years:

    • That is secure and insured for loss, fire and theft (supplier must provide proof of insurance).
    • That is able to accommodate at least 600 bins measuring 18” high by 15” wide by “24 in length.

    PCH reserves the right to visit and approve of the proposed storage facility, based on these two requirements, prior to contract award. Should the inspection result in a non-approval, the Bidder will be deemed non-compliant in responding to this Mandatory Requirement.
