    REQUIREMENT

    Parks Canada Agency (PCA) requires a firm to provide a range of environmental monitoring services for in-stream restoration work on Cheewaht Lake Tributaries S1, S2 and S3.

    The project is located in the West Coast Trail Unit of Pacific Rim National Park Reserve (PRNPR) on the West coast of Vancouver Island, British Columbia. All project work will occur entirely on federal lands within the jurisdiction of Parks Canada.

    The scope of services is to include the provision of environmental monitoring as defined in this statement of work and collection of data on the biological, geomorphological and fish habitat parameters of the restored streams before, during, and after restoration. The team must be led by a Registered Professional Biologist (R.P. Bio.) and must represent Parks Canada’s interests as the Owner’s Environmental Monitor (OEM). 

    Period of Contract

    The period of the Contract is from date of Contract to December 05, 2022 inclusive.

    OPTIONAL SITE VISIT

    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to begin at Steam Punk Café – 3025 3rd Ave, Port Alberni, BC V9Y 1S7 on September 24, 2019. The site visit will begin at 09:00 PDT. The site visit is expected to take a full day. Attendees will require a 4x4 high clearance vehicle, Personal Flotation Device (PFD), sturdy hiking boots and rubber boots for getting in and out of the canoe.

    Bidders are requested to communicate with the Contracting Authority no later than September 23, 2019 at 13:00 MDT to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    ENQUIRIES

    All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this bid must be submitted in writing and should be received no later than fourteen (14) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
