    Notice of Industry Day event goal

    The purpose of this notice is to inform the industry that a meeting and exchange day will be held by Defence Construction Canada (DCC), in collaboration with the Department of National Defence (DND), with regards to various major development projects. The main objectives of this information session are as follows:

    • Provide the industry an overview of the upcoming important projects;
    • Explain modified design build implementation process;
    • Provide information on the project specifics related to industrial security requirements, including Facility Security Clearance (FSC) at Secret level and Document Safeguarding Capability (DSC) at Secret level;
    • Offer the interested firms 5-minutes one on one information sessions, ‘business speed dating’ style, with a DCC representative.

      This meeting day is intended for all firms interested by infrastructure design-build, working specially in the following domain areas that may include, but are not limited to:

    • General contractors;
    • Architectural consultants;
    • Engineering consultants;
    • Specialized contractors;
    • Any industry that could be concerned by the infrastructure project.

      Description of projects

      The projects may include, but are not limited to, any new construction of the Department of National Defence (DND) infrastructure, demolition and removal of DND infrastructure, and maintenance of DND infrastructure, in support of Canadian Forces operations. Here is a brief description of some of the related projects for which advanced procurement notices have been published on the MERX site:

    • Notice # APN-DC-2527 – Infrastructures for future fighter capability project (FFCP). The Infrastructures for future fighter capability projects are planned at the main operation bases located in Bagotville and Cold Lake, as well as other various locations in Canada.
    • Notice # HQ000819 – Modified design build of a 7,000 m2 hangar in Bagotville. The facility will include office space and warehouse capacity for aircrafts. The value of the project is estimated at approximately $49 million.
    • Notice # HQ001262 – Modified design build project of a new multi-purpose facility of more than 12,000 m2, constructed to meet LEED Silver standard and located in Bagotville. The facility includes office spaces, maintenance bays, training classrooms and storage areas. The value of the construction projects is estimated at approximately $67 million.

      INDUSTRIAL SECURITY REQUIREMENTS ASSOCIATED WITH THE PROJECTS

      As part of the projects mentioned above, the consultants/contractors must obtain a valid Facility Security Clearance (FSC) at Secret level, as well as a Document Safeguarding Capability (DSC) at Secret level.

      The subconsultants/sub-contractors must obtain a valid Facility Security Clearance (FSC) at Secret level.

      The meeting and exchange day program is as follows:

      Time: 9:00 am to 4:00 pm, Montreal local time

      Morning schedule:

    • 8:00 to 9:00 am – Arrival of participants / Registration for one on one information sessions

      Meeting room 1: French presentations

    • 9:00 to 9:15 am – Opening remarks
    • 9:15 to 9:45 am – Projects overview (in French);
    • 9:45 to 10:45 am – Modified design-build (MDB) realization mode (in French), by Melinda Nycholat, Vice-President, Operations-Procurement, Defence Construction Canada;
    • 10:45 to 11:00 am – Break
    • 11:00 to 12:00 am – Industrial security requirements (in French);

      Meeting room 2: One on one information sessions – Business speed dating

    • 9:30 to 10:30 am – English and French
    • 10:45 to 11:45 am – English and French

      Afternoon Schedule:

    • 12:00 to 1:00 pm – Arrival of participants / Registration for one on one information sessions

      Firms interested to participate to this information day are asked to complete the attached form and return it by email to the contact person identified at the end of this notice by February 10, 2020.

      Registration for one-on-one information sessions will be made on site as participants arrive.

      Please take note of the following provisions:

    • All firms are responsible for the transportation of their participants, accommodation, meals, parking, costs of preparing their response and any other expenses related to their participation in the project.
    • Participation in this session is not mandatory. Non-participating firms in this briefing will not be prevented from submitting a proposal in response to any future tenders;
    • To allow as many firms as possible to obtain one-on-one meeting, a maximum of 5 minutes will be allowed for each meeting.
