Description of the procurement: The National Capital Commission (NCC) is seeking to establish a three-year Standing Offer Agreement (SOA) for the services of an experienced and qualified residential Electrical contractor on an “as and when requested” basis for maintenance and repair of electrical systems, performance of electrical inspections, repair and maintenance of electrical baseboard heaters, installation of receptacles and lighting fixtures, upgrade of panels and general maintenance and service calls in the National Capital Region. This SOA includes service calls to residential homes, cottages, apartments, and farms in the National Capital Region. The majority of work will take place in the Greenbelt, Gatineau Park, and downtown core. The SOA allows the NCC to complete electrical repair and replacement in a timely and consistent manner across the portfolio and provides a stable hourly rate for associated works. Each project performed through the SOA will have a unique scope and deadline, subject to the needs of the NCC and its representatives. Provisions are made within the SOA for emergency and after-hours service calls at a separate rate.

Procurement method: Basis of award will be the bidder who meets all of the terms and conditions and mandatory requirement, and, who offers the NCC the lowest total amount.

Enquiries regarding this tender must be submitted in writing to the Senior Contract Officer as early as possible within the solicitation period. Enquiries should be received no later than March 31, 2020 at noon to allow sufficient time to provide a response. Enquiries received after that time may result in an answer not being provided. To ensure consistency and quality of the information provided to Bidders, the Senior Contract Officer shall examine the content of the enquiry and shall decide whether or not to issue an amendment. All enquiries and other communications related to this tender sent throughout the solicitation period are to be directed ONLY to the Senior Contract Officer named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of tender.
