    Description

    Parks Canada Agency (PCA) is seeking Construction Services to carry out site work of our proposed Trout Brook campground. In 2015 a major flooding event triggered landslides and river breaches in the Cheticamp River watershed, causing substantial damage in the Cheticamp Lower Campground which had to be completely evacuated along with the Upper Campground. A study from Stantec Consulting Ltd. concluded that the decommissioning of the lower campground and the development of a new campground offer at a lower risk, needed to be done. Trout Brook was picked as that location, offering spectacular views and hopes of a great camping experience for what is being seen as a rise in camping popularity.

    The project is well under way with this phase being the last of what will follow - the opening of a brand new, eco-friendly campground, adjacent to the world famous Cabot Trail. The project has seen different phases of work – Phase 1 site work of waterlines, sewer lines and septic field, campsites, well and water treatment building, phase 2 of buildings shells and interior finishes. The final stage consists of the installation of a solar powered electrical system, final grading of parking lots and access roads, trail and pedestrian bridge ocean access, site exit stairs and landscaping.

    CONSTRUCTION TIME

    The Contractor must perform and complete the Work by November 30, 2020.

    SITE VISIT

    There will be an optional site visit on August 26, 2020 at 11:00 am (local time). Interested bidders are to meet at:

    Bidders are requested to communicate with the Contracting Authority before the site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    Bid Security:

    Is required. To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $ 5,000,000, Taxes extra.

    ENQUIRIES

    All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this bid must be submitted in writing and should be received no later than ten (10) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
