    For:

    The Purchase of one (1) Robotic Pipetting Platform & one (1) Liquid Handling System following the requirements indicated on the tender.

    THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.

    Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

    As a requirement of the Supply Arrangement, this notice is published on Buy and Sell Canada for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

    Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

    Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI /C from Buyandsell.gc.ca and submit a response as per the requirements of the Request for Supply Arrangement.

    Requirement:

    Harrow Research Center, Agriculture and Agri-Food Canada, has a requirement to purchase of one (1) Robotic Pipetting Platform & one (1) Liquid Handling System

    The mandatory technical criteria are:

    Mandatory Technical Criteria

    a.

    The system must be fully enclosed on all sides and measure a maximum of 65cm (26) L x 61cm (24) W x 67cm (27) H when closed.

    b.

    The system must have a safety door with pausing of operation if the door is opened

    c.

    The system must include a worktable with a minimum of 6 positions.

    d.

    The system must have a UV/HEPA cap, providing the option of UV light (254 nm) for decontamination and HEPA filtration (70 – 80 m³/h) to provide clean air inside of the system

    e.

    The system must provide contact free detection of liquid levels, of dispensing tools and of system accessories, labwares, as well as tip size and quantity. This contact free detection must be done by measuring the light reflection of surfaces. The system must not require electrically conductive tips.

    f.

    The system must operate with liquid handling tools (pipettes) that offer a pipetting range of 0.2µl to 1000µl with the potential to be autoclaved. The system must have options to pipet this range with both single-channel tool and 8-channel tools. At any given time, up to 2 dispensing tools must be available for use during a program (without user intervention), or up to 8 (with user intervention).

    g.

    Dispensing tools must be autoclavable, have automatic calibration warnings, and be calibrated based on ISO 8655-6.

    h.

    The system MUST be able to provide contact free dispensing of samples from the pipette tip into labware, AS WELL AS being able to allow exact positioning of the pipet tip relative to liquid meniscus or labware bottom during aspiration and dispensing.

    i.

    The system must  be free of a backfilled system liquid, and utilize air-displacement pipetting tools.

    j.

    The system must be an open platform system and be compatible with any commercially available labware (plates, tubes, etc). To this end, the software must possess a database of predefined labware and consumables for all components used on the system, including for Eppendorf twintec plates used in lab downstream applications. Predefined labware includes: Tubes, equipment racks, thermoblocks, thermoadapters, thermoracks, 96 and 384 well microplates and Deep Well plates, reservoirs, height adapters and tubs among other consumables and labware. This database allows the user to avoid adjusting offsets and measuring positioning on the deck, and thus streamline application programming.

    k.

    The control and operating software must include the following functions: touch panel with a minimum of 2 front USB ports; a set of pre-installed PCR wizards/assistants that will guide the user through the programming of the automation process by answering simple questions, including transferring and mixing late stage DNA extraction reagents and normalization of samples; allow CSV or XLM file exchange via USB key or LAN; must give users the ability to rinse tips before ejecting the tips into the waste; must be able to re-load/re-use tips during a program; must allow dipping of the tip into the target vessel in order to remove any hanging drops after dispensing; must allow tip piercing of adhesive foil on 96 and 384 well plates; must have integrated plastic-ware selection tools to reduce time associated with programming parameters; must have copy/ paste commands to copy commands and labware from one application to the other.

    l.

    The system must include a single-channel dispensing tool with volume capacity of 0.2-10 µL and an 8-channel dispensing tool with volume capacity of 1-50 µL

    m.

    The system must include the following accessories: a thermorack for 384-well PCR plates, reagent and reservoir racks

    n.

    The system must include start-up consumables, including PCR-clean filter tips, reservoirs, and waste bags.

    o.

    Accessories including all tools and consumables must be cross-compatible with the next generation sequencing system outlined in Table 2, in order to maximize operability and reduce overall costs.

    p.

    Delivery must be complete before March 31, 2021. The supplier must commit to installation within the time-frame outlined below.

    q.

    Onsite and/or remote training must be included within the time-frame outlined below.

    Mandatory Technical Criteria

    a.

    The system must be fully enclosed on all sides, measure a maximum of 107cm (43) L x 61cm (24) W x 67cm (27) H when closed

    b.

    The system must have a safety door with pausing of operation if the door is opened

    c.

    The system must include a worktable with a minimum of 15 positions.

    d.

    At least one of the 15 deck positions must include a thermo-mixing module that is fully integrated in the worktable and controlled via the system’s software. The module must combine 2D orbital shaking with heating and cooling technology and must be able to operate while simultaneously pipetting onto other worktable positions. Minimum specifications must be as follows: Mixing range 300 to 2,000 rpm, Temperature range: 4°C from room temperature to 95°C, Heating rate: 5°C/min, Cooling rate: 3°C/min.

    e.

    The system must contain at least one (1)

    magnetic bead purification plate position, each containing strong magnets

    f.

    The system must contain a microplate gripper,to assist with automated consumable management

    g.

    The system must have the option of including a UV/HEPA cap, providing the option of UV light (254 nm) for decontamination and HEPA filtration (70 – 80 m³/h).

    h.

    The system must provide contact free detection by measuring the light reflection of surfaces of liquid levels, of dispensing tools and of system accessories, labwares, as well as tip size and quantity

    i.

    The system must operate with pipettes that offer a pipetting range of 0.2µl to 1000µl. The system must have options to pipet this range with either a single-channel tool or an 8-channel tool. At any given time, up to 4 dispensing tools must be available for use during a program (without user intervention).

    j.

    Dispensing tools must be autoclavable, have automatic calibration warnings, and be calibrated based on ISO 8655-6.

    k.

    The system must provide the following pipetting precision: Random measurement error (%) for small volumes (1µl) < 3% and larger volumes (1000µl) < 0.15% relative to pipette size.

    l.

    The system must  be free of a backfilled system liquid, and utilize air-displacement pipetting tools.

    m.

    The system must be able to provide contact free dispensing of samples from the pipette tip into labware, as well as be able to allow exact positioning of the pipet tip relative to liquid meniscus or labware bottom during aspiration and dispensing.

    n.

    The system must provide a gripper arm to move labware to and from any position on the worktable. This would be used to move labware from Thermo-mixing element to a plate magnet during NGS library preparations methods.

    o.

    The system must be an open platform system and be compatible with commercially available labware (plates, tubes, etc). To this end, the software must possess a database of predefined labware and consumables for all components used on the system, including for Eppendorf twintec plates used in lab downstream applications. Predefined labware includes: Tubes, equipment racks, thermoblocks, thermoadapters, thermoracks, 96 and 384 well microplates and Deep Well plates, reservoirs, height adapters and tubs among other consumables and labware.

    p.

    The system must be compatible with any commercially available NGS library preparation kit. Furthermore, any existing or future optimized protocol must be available free of charge and must be readily available to download without restriction for as long as the instrument will be in use

    q.

    The control and operating software must include the following functions: touch panel with a minimum of 2 front USB ports; a set of pre-installed PCR wizards/assistants that will guide the user through the programming of the automation process by answering simple questions; wizards/assistants must include standard Illumina library preparation protocols (i.e. TruSeq DNA PCR-Free); allow CSV or XLM file exchange via USB key or LAN; must allow dipping of the tip into the target vessel in order to remove any hanging drops after dispensing; must have integrated plastic-ware selection tools to reduce time associated with programming parameters; must have copy/ paste commands to copy commands and labware from one application to the other.

    r.

    The system must include single and 8-channel 50 ul and 300 ul dispensing pipettes

    s.

    The system must include the following NGS specific accessories: 96 well thermoblock, 2 x 96 well thermoadapter, tube rack, reservoir racks, magnetic adaptors, and 400 ml waste bag holders.

    t.

    The system must include start-up consumables, including PCR-clean 50 and 300 ul filter tips, reservoirs, and waste bags.

    u.

    Accessories including all tools and consumables must be cross-compatible with the DNA liquid handling outlined in Table 1, in order to maximize operability and reduce overall costs.

    v.

    Delivery must be complete before March 31, 2021. The supplier must commit to installation within the time-frame outlined below.

    w.

    Onsite and/or remote training must be included within the time-frame outlined below.

    The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.
