Description of the Requirement:

DND’s ADM(IE) requires the professional services of a business consultant to advise the ADM(IE) during the development of a five year integrated strategic plan for the organisation. The strategic plan must guide ADM(IE) to continually improve the planning and delivery of its mandated services and programs over the five-year period of Fiscal Years 22/23 to FY 27/28.

Level of Security Requirement:

1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
2. The contractor/offeror personnel requiring access to protected information, assets or work site(s) must each hold a valid reliability status, granted or approved by the CSP/ISS/PSPC.
3. Subcontracts which contain security requirements are not to be awarded without the prior written permission of the CSP/ISS/PSPC.
4. The contractor/offeror must comply with the provisions of the:
   1. Security Requirements Check List and security guide (if applicable), attached at Annex C
   2. Industrial Security Manual (Latest Edition)

Applicable Trade Agreements:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), Canada Korea Free Trade Agreement, (CKFTA), the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Free Trade Agreement (CETA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canada – Chile Free Trade agreement, the Canada – Colombia Free Trade agreement, the Canada – Honduras Free Trade agreement, the Canada – Panama Free Trade agreement, the Canada – Peru Free Trade agreement and the Canada – Ukraine Free Trade agreement.

Proposed period of contract:

The proposed period of contract shall be from date of contract award to March 31, 2024.

Estimated Level of Effort:

The estimated level of effort of the contract will be for 200 days
