Independent Third Party Review Services (ITPR)

The Human Resource Branch (HRB) is seeking qualified resources to provide Independent Third Party Review (ITPR) services in support of the Canada Revenue Agency’s (CRA) recourse process . The review process allows parties to bring forth concerns, aligned in part with the CRA’s informal conflict resolution program. ITPR is designed to provide a rights-based recourse mechanism to employees wishing to contest specific management decisions related to staffing and labour relations.

On an "as and when requested" basis, the Contractor will provide bilingual ITPR services for both staffing and labour relations ITPR cases (depending on region, bilingual services may be required), and will produce a final and binding decision report. To ensure that involved parties Anglophone or Francophone have access to quality services when bilingual services are requested, the reviewer’s competence for interactive communication must be effective (i.e. very proficient in reading, writing and speaking in English, French or in both official languages.

The default methods to conduct hearings and meetings are in writing, conference calls using the Government’s Canada Conferencing Service (which makes use of the WebEx platform) or video conferencing using Microsoft Teams (which is the required platform).

Up to ten (10) "as and when requested" Contracts may be awarded by this process.

The anticipated period of Contract will be for two (2) years from the Contract award date, with five (5) option periods of up to one (1) year.

A Task Authorization form will be used to request ITPR services under the resulting contracts.
