    Description

    Fisheries and Oceans Canada and the Canadian Coast Guard would like to hire a contractor to provide the installation of a permanent fuel transfer area including a new tank and distribution system on the wharf connected by an underground pipe to power a new vessel at the dock. In order to power then new boat at the dock, a new electric system panel will be installed, as well as lighting.

    Work Description

    1. This project consists mainly of the installation of a diesel tank (15 101L) on the Ministry's land and its components (concrete slab, dispenser sumps, underground piping transition box, distribution station, winder, etc.). Also, the project consists of the installation of a new electrical island and the installation of a new lighting drum and the bringing of a service water line to the wharf. Refer to the plan for better understanding.
    2. While not limited, the work mainly includes the following by discipline:

    Civil engineering:

    i. Excavation and backfilling with soil compaction for the new concrete slab in the area of the new diesel transfer area;

    ii. Installing a new power pole-client;

    iii. Trench for electrical wiring between the tank and the new pole containing the new electrical entrance;

    iv. Construction of concrete slabs to accommodate the new tank including the transition box and control panel as well as that of the new stainless panel on the side of the wharf that includes the dispenser sumps;

    v. Cutting the asphalt to allow the trench on Langevin Street;

    vi. Trench for installation of double-walled piping, ducts and electrical cable under paving in collaboration with the subcontractors concerned;

    vii. Providing and installing a protective fence around the reservoir;

    viii. Providing and installing protective bollards;

    ix. Providing and installing a new drinking water pipe and its components;

    x. Repairing paving;

    xi. Redevelopment of the land (grass, border, etc.)

    Electricity:

    i. Provide complete customer post with all the accessories required according to Hydro-Québec's blue book standards.

    ii. Provide and install the new main electrical entrance 320 A 120/240 with not limited to rigid matte, measuring base and NEMA 3R panel. and distribution panel 225A 120/240 V 1 ph

    iii. Provide and install a stainless steel control panel that includes VEEDER-ROOT unit, KTECH AL201-1 alarm, STP-SCI pump control unit and panel 100 A, 120/240 1 PH

    iv. Supply and installation of all electrical ducts and cables and controls including all related accessories to enable the connection of the equipment. (Pump, control instrument, audible alarm, emergency button, leak detection, service island, etc.) coordination to be carried out with The general contractor for the trenches; provide and install the protection of stainless steel profiles of the cables on the dock.

    v. Providing and installing a new electrical island, its components and power supply;

    vi. Providing and installing a new lighting drum, its components and its power supply;

    vii. Walking to the satisfaction of the Department's Representative;

    Mechanical (oil product):

    i. Installing a fuel distribution station, including a 15101-L, ULC-S601-approved double-walled above-ground atmospheric secondary containment tank, a dual pumping stainless steel cabinet for refueling, a hose coiler, hose, volumetric counter, refueling pistol and all equipment necessary to properly operate the system;

    ii. Supply and installation of the transition box, the catchment box and all related components including the double-walled piping from the tank to the dispenser located on the dock.

    iii. Installing a fuel level management system, water detection and leak detection to control the level of fuel stored in the storage system and to detect the presence of water or petroleum products in the tank gap, the pumping cabinet and the catchment box above the tank, the catchment box under the dispenser and the transition box at the foot of the tank;

    The work indicated in the plans and specifications includes the man-power, materials, tools, equipment and temporary facilities required to complete the contract.

    Length of Work

    The Contractor must perform and complete all Work by July 22, 2022. See specifications for the project milestones.

    Site Visit

    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 15 rue de la Langevin, Rivière-au-Renard, Gaspé, G4X 5G4 on January 20, 2022. The site visit will begin at 10h00 (EST).
