Description
1. Purpose
PCA is launching a Request for Information (RFI) process inviting suppliers to review and respond to the scope of a proposed initiative in which a contractor will need to execute construction services to install temporary shoring posts to assist with the supporting the loads bearing on the current buttresses, excavate the areas of undermining and grout these to limit further erosion for the foundations, shore / anchor the retaining wall below the chlorine room, remove the debris that has fallen into the creek.
2. Nature of Request for Information
This is not a bid solicitation and this RFI will not result in the award of any contract. Procurement of the constructions described in this RFI will not necessarily follow this request.
Respondents and potential suppliers of any goods or services described in this RFI should not earmark stock or facilities, nor allocate resources, as a result of any information contained in this RFI. This RFI will not result in the creation of any source list; therefore, whether or not any supplier responds to this RFI will not preclude that supplier from participating in any future procurement.
3. Nature and Format of Responses Requested
Respondents are requested to provide their comments, concerns and, where applicable, alternative recommendations regarding how the requirements described in the RFI could be satisfied. Respondents are also invited to provide comments regarding the content, format and/or organization of any draft documents included in this RFI. Respondents should list and explain any assumptions that they make in their responses.
4. Response Costs
PCA will not reimburse any respondent for expenses incurred in responding to this RFI.
5. Treatment of Responses
- Use of Responses: Responses will not be formally evaluated. However, the responses received may be used by PCA to develop or modify procurement strategies or any draft documents. PCA may, in its discretion, review responses received after the RFI closing date.
- Review Team: A review team composed of representatives from PCA will review the responses. Canada reserves the right to use any Government resources that it considers necessary to review any response. Not all members of the review team will necessarily review all responses.
- Confidentiality: Respondents should clearly mark any portions of their response that they consider proprietary or confidential. Canada will treat those portions of the responses as confidential. Individual responses will not be shared with other respondents.
- Post-Submission Review Meetings: Canada may request individual Post-Submission Review Meetings with respondents to provide clarity on information provided. If required, requests will be handled via email and Canada will determine whether it requires additional information from any given respondent.
- Use of Responses: Responses will not be formally evaluated. However, the responses received may be used by PCA to develop or modify procurement strategies or any draft documents. PCA may, in its discretion, review responses received after the RFI closing date.
6. Contents of this RFI
Respondents are requested to note that the PowerPoint referenced below, remains a work in progress and respondents should not assume that new clauses or requirements will not be added to any bid solicitation that is ultimately published by Canada. Nor should respondents assume that none of the clauses or requirements will be deleted or revised. Comments regarding any aspect of the draft document are welcomed.
6.1 This RFI contains the following documents:
- Annex A – Requirement; and
- Annex B – Questions to the Industry
7. Format of Responses
Title Page
The name and address of the respondent;
- The name, address and telephone number of the responder’s contract;
- The date; and
- The RFI number.
Annex A – Requirement Reponses
- Provide information and responses following the numbering scheme if commenting on specific sections and/or providing responses to the questions.
- Attach any additional pages for comments, technical specification explanations or additional details.
If applicable, an appendix containing additional graphs, product brochures, detailed technical specifications, etc.
8. Optional Site Visit
- There will be an optional site visit on January 5, 2022 at 1:00 PM MST. Interested contractors are to meet at the entrance of the Radium Hot Springs aquatic centre located at 5420 BC-93, Radium Hot Springs, BC. It is recommended that contractors who intend to submit a bid participate.
- The site visit for this project is optional. The representative of the contractor must sign the Site Visit Attendance Sheet at the site visit.
3. Please be advised that there will be a limit of two (2) representatives per contractor attending the site visit. In accordance with provincial health regulations, interested contractors must be symptom free, wearing face masks and observe social distancing from others on site.
4. Contractors are requested to communicate with the Contracting Authority before the optional site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Contractors may be requested to sign an attendance sheet. Contractors who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid.
5. This site visit is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The person(s) who attend must be fully vaccinated against COVID-19 with a Health Canada-approved COVID-19 vaccine(s), or, for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada.
Contractors must communicate with the Contracting Authority no later than January 4, 2022 11:59 PM MST to confirm attendance and provide the name(s) of the person(s) who will attend. Contractors must also complete and submit the following certification:
I, ____________________________________ (first and last name), as the representative of ____________________________________ (name of business) pursuant to ____________________________________(insert solicitation number), warrant and certify that all personnel that will attend this site visit on the business’ behalf are:
- fully vaccinated against COVID-19;
- for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada; or
- partially vaccinated against COVID-19 for a period of up to 10 weeks from the date of their first dose and subject to temporary measures that have been presented to and approved by Canada, immediately after which period the personnel will meet the conditions of (a) or (b) or will no longer access federal government workplaces where they may come into contact with public servants under this Contract;
until such time that Canada indicates that the vaccination requirements of the COVID-19 Vaccination Policy for Supplier Personnel are no longer in effect.
