Title: Mobile Wellness Application for Law Enforcement
1. Advanced Contract Award Notice (ACAN)
The RCMP has a requirement for the provision of a customizable mobile wellness application for law enforcement. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Cordico Inc. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
2. Definition of the requirement
Background information:
Within law enforcement, regular members, civilian members and the public service employees who support them are tasked with handling the most high-risk, urgent, and dangerous events in our communities on a daily basis. Repeated research studies have demonstrated that employees within police agencies have higher rates of mental health illnesses, burnout, emotional exhaustion, lower job satisfaction levels, and also endorse stigma attitudes about seeking mental health help more frequently than the general population (Carleton, et al., 2018; Lentz, Silverstone, & Krameddine, 2020). Another consideration for employee mental health initiatives is that very often, the first people to witness the emotional and psychological strain that police employees’ feel are their own family members who may struggle themselves in understanding the symptoms and knowledge of how to respond in kind. Research, both internal and external, has demonstrated that policing can have detrimental effects on the mental and physical wellbeing of employees. Further, evidence exists to support that policing employees have a greater incidence of endorsing stigma-related attitudes about seeking help from internal resources.
The health and wellness of employees within the RCMP is a priority and component of Vision 150 and the RCMP Employee Well-Being Strategy (2021-24) and Action Plan that takes a more focused and holistic approach to employee well-being. A challenge has been to develop innovative ways to reach employees that utilises evidence-based strategies to promote health and wellness, while at the same time, reducing barriers and stigma associated to accessing these resources.
Requirement:
The RCMP has a requirement for an internet-based, post development, and commercially available mobile wellness application (hereafter referred to as “the APP”) for law enforcement that is customizable for the RCMP.
The APP must provide on-demand, real-time unlimited access, via personal mobile phones for 12,350 active employees, and 7,000 registered retired employees (registered members, civilian members, and public service employees) and family members, hereafter referred to as “users”.
The APP must provide access to a repository of information on topics such as financial fitness, goal setting and achievement, adverse childhood experiences, anger management, anxiety, panic attacks and worry, adequate sleep, mindfulness techniques, making marriage work, grief and loss, parenting tips for law enforcement, and more. All topics within the customizable APP must be focused from a law enforcement perspective and utilize evidence-based information on each topic (e.g. peer reviewed research articles, published works, evaluated programs).
The objective of this application is to provide the user with a trusted, confidential, 24-hour, 7 days a week, 365 days a year (24/7/365) proactive and preventative wellness support that is tailored to a law enforcement audience. It must combine the best available local and national resources and provide in-hand, on-demand, easy access to a multitude of high-quality wellness tools and resources specifically tailored for law enforcement.
3. Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities and include documentation to support their responses that it meets the following requirements:
3.1 The APP must have a history of commercial availability in post development for a minimum of three (3) years.
3.2 The successful Contractor must have a minimum of three (3) year’s experience and be recognized as an industry leader in wellness technology tailored for law enforcement audience.
3.3 The APP must support evidence-based research (e.g. peer reviewed research articles, published works, evaluated programs), locally and nationally-available wellness tools, resources and support services tailored to a law enforcement audience.
3.4 The APP must contain resource materials by authored or published peer-reviewed by behavioural science professionals who specialize in law enforcement and public safety-related issues.
3.5 The APP must be accessible to users 24/7/365.
3.6 The APP must offer anonymous self-assessments, peer support, and psychoeducational videos.
3.7 The APP must be an innovative platform that provides full accessibility to the RCMP to make changes and add content as new information or resources become available.
3.8 The APP must ensure privacy during deployment and installation (no personal information required to create an account).
3.9 The APP must not collect or share personal user information, such as email addresses or other contact information.
3.10 The APP must store any open source information that is collected on a server located in Canada.
3.11 The APP must be compatible with mobile technology, including but not limited to smartphone (iOS, Android) and tablets (iOS, Android, Windows).
3.12 The APP must support Internet Explorer, Edge, Chrome, Firefox, Safari web browsers.
3.13 The APP must provide support services, including end-user support, technical support, training, and a point of contact for support needs.
3.14 The successful Contractor must provide the completed APP within 6-10 weeks (excluding any excusable delays).
3.15 The APP must have the capacity to produce aggregate metrics regarding the quantity of users and which aspects by current employees, registered retired personnel and family members were most frequently used.
3.16 The APP must be available in either French or English but must have the flexibility to add an interface in the other official language of Canada.
3.17 The APP must conform to all level AA standards in accordance with the principles, guidelines, success criteria, and sufficient and advisory techniques outlined in the Web Content Accessibility Guidelines (WCAG) 2.0: http://www.w3.org/TR/WCAG20.

7. Justification for the Pre-Identified Supplier
The Pre-Identified supplier, Cordico Inc., is the only known supplier that can provide a customized Mobile Officer Wellness APP that meets all the minimum essential requirements described in this ACAN.
8. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) – “Only one person is capable of performing the contract”.

10. Ownership of Intellectual Property
Ownership of any Foreground Intellectual Property arising out of the proposed contract that is not specifically provided by RCMP will vest in the Contractor. The RCMP will maintain the intellectual property rights of the content that it provides to the Contractor for inclusion in the Wellness APP.
11. Security Requirement
This contract will contain a security requirement.
12. Period of the Proposed Contract
The period of contract is for 1 year from date of contract award and includes two one-year option periods.
13. Estimated Cost
The estimated value of the contract in Canadian dollars is $234,500.00 inclusive.
Option Periods, if required
The additional estimated value of option periods (if exercised) in Canadian dollars is $491,500.00 inclusive.

15. Suppliers’ right to submit a statement of capabilities:
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The closing date and time for accepting statements of capabilities is February 28, 2022 at 2:00 pm EST.
