    Description

    1. Advance Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement
    The Government of Canada’s Environment and Climate Change Canada (ECCC) has a requirement for a high visibility exhibit space to host a National Pavilion as well as delegation office for the Conference of Partners (COP27) at the Sharm El-Sheikh International Convention Centre (SHICC) in Sharm El-Sheikh, Egypt from November 6-18, 2022.

    National pavilions can help advance a country’s priorities by providing a hub for networking and engaging with stakeholders, a space for hosting events with partners and a ready-made venue for showcasing and promoting Canada on the world stage.

    The Contractor must allocate approx. 300 sq.m. area and implement a floor plan/layout that meets ECCC’s requirement to divide the area to serve two key functions:

    • Pavilion space:
      • A network space (100 sq.m.) for gathering and networking, where officials, partners, stakeholders and delegates from around the world can gather to interact and learn more about Canadian climate initiatives, and
      • An event space (100 sq.m.) to host events where the Government of Canada, subnational governments, Indigenous peoples, and stakeholders can host short events dedicated to profiling specific climate change initiatives and themes to an in-person audience of up to 30 people.
    • Delegation office space:
      • A meeting space (60 sq.m.)
      • An office space (40 sq.m.)

    The Contractor must at a minimum speak and be able to communicate with the Government of Canada representatives in one of the official languages of Canada, in either English or French.

    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    • Supplier must have been granted rights by the Egyptian Government to provide the management of space, pavilions and offices at the COP27 conference and have the ability to provide the space requirements detailed in Section 2 above.

    5. Justification for the Pre-Identified Supplier
    GL Events is the only known supplier authorized to provide the exhibit space to all participating foreign delegations for the COP27 event.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
