Description of the Requirement:

The proposed contract seeks the services of an expert consulting firm and any sub-consultants (Advisor) with expertise in railway planning, engineering and operations, and transportation project business case development to:

• support an analysis of the present and future rail passenger demand in SWO;
• evaluate existing routes, building on an assessment of operating capacity and infrastructure constraints;
• identify new alignment options as needed;
• propose three (3) options to improve the frequency and reliability of service in the southern Toronto-London-Windsor rail corridor, reflecting three service scenarios and
• propose two (2) options to improve London-Sarnia passenger rail service reflecting two service scenarios
