    DESCRIPTION:

    The National Capital Region (NCR) is a rapidly growing area located on both sides of the Ottawa River. In January 2022, the NCC approved the Long-Term Integrated Interprovincial Crossings Plan for the National Capital Region, which sets out a vision for the long-term interprovincial movement of people and goods in the NCR. Managing goods movement in the NCR including truck travel in the urban core and across the Ottawa River is an important topic in the Plan. One of the Plan’s short-term strategies is to undertake commercial vehicle surveys.

    To address the data gap, the NCC is seeking the professional services of a Consultant to conduct surveys of interprovincial truck travel in the NCR. The assignment has two main technical components. These are:

    • A roadside truck survey near the Macdonald-Cartier Bridge; and
    • A survey of establishments that generate interprovincial truck trips along with a trip diary survey of a sample of their trucks that are engaged in interprovincial activity.

    TERM:

    The term of the resulting Contract will be from date of award until March 31, 2024.

    BID DEADLINE:

    INQUIRIES:

    To ensure the integrity of this procurement process, all enquiries and other communications must be directed only to Micheline Al-Koutsi, Senior Contract Officer by email at micheline.al-koutsi@ncc-ccn.ca no later than seven (7) calendar days before bid closing in order to be considered by the NCC.

    Throughout the bid solicitation period, the NCC shall endeavour to provide responses to inquiries (by the issuance of addenda) deemed relevant by the NCC and received in writing by the Contracting Authority. Only information provided in addenda shall be an integral part of the Contract.

    All addenda will be posted on canadabuys.canada.ca.

    Interested proponents must not contact any other employee of the NCC, or other persons involved in this solicitation to discuss questions regarding the tender process. Non-compliance with this requirement during the solicitation period may, for that reason alone, result in disqualification of a proponent.

    Note: The bid email has a maximum capacity of 30 megabytes.

    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    There is no public opening scheduled.

    BASIS OF SELECTION:

    The contract will be awarded to the bidder with the highest combined rating of Technical Merit (70%) and Price (30%).

    • To be declared responsive, a bid must:
    • comply with all the requirements of the bid solicitation;
    • meet all technical evaluation criteria; and
    • score a minimum of 60% on the technical proposal (total point rated score of 42 points). The maximum technical points available are 70 points.
