Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: N/A - P&A/LOI Only Comprehensive Land Claim Agreement: No Nature of Requirements: F-35 Component Repair - Request for Information - Communique for Public Release --------------------------------------------- NOTICE AMENDMENT NO. 1: Please take note of the following information: While the respondents are encouraged to submit their completed responses as soon as possible, the closing date of this notice is changed from 16 March to 3 April 2018. --------------------------------------------- ORIGINAL NOTICE: As provided by the United States Government and within the context of the F-35 Joint Strike Fighter Production, Sustainment, and Follow-on Development (PSFD) Memorandum of Understanding (MOU), an opportunity is now available for Canadian Industry to be selected to conduct future depot level repair of F-35 Air Vehicle and Propulsion components for the North American region. In order to participate in this opportunity, companies must first sign a Proprietary Information Agreement to gain access to the associated information. This Request For Information (RFI) is the entry point to a formal United States Government process to select sources of repair from the F-35 Participant nations and Foreign Military Sales Customers. The RFI will be used by the United States Government to determine which organization (public or private) has the ability to provide a depot-level repair capability for a particular Repair Technology Group. Based on information provided by the organization and compared to other respondents, a determination of best value will be made to assign a workload to a Regional Depot facility. Key criteria include: existing capability, ability to grow, and labour costs. The Canadian Government, as for all F-35 Participant nations, has been asked to distribute this RFI, collect responses, ensure completeness, and forward to the United States Joint Program Office. The Canadian Government is not involved in the selection process. Completed responses will be required by the Canadian Government no later than 16 March 2018. Questionnaire: The RFI questionnaire is primarily focused on identifying existing company's capabilities and costs combined with an ability to expand to address any additional work by F-35 Repair Technology Group. Information being sought includes: experience in the repair of military or commercial aircraft systems or components; experience with the management of sensitive and International Traffic in Arms Regulations (ITAR) information; labour/facility costs for like workloads; experience with United States contracting; and implications of taxes, tariffs, and duties. Supporting information to be provided with the RFI questionnaire to potential suppliers includes an estimated workload characterization for each of the F-35 Air Vehicle and Propulsion technology groups by geographic region. There are approximately 400 component types identified across all technology groups for this request, with estimated workloads to the year 2040. Other documents which will be provided include the Ground Rules and Assumptions as well as the Program Instruction that describes the related processes.
