Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: Yes Nature of Requirements: Public Works and Government Services Canada (PWGSC) is seeking to engage Industry in consultation on the development of a proposed competitive procurement for the acquisition of an Unmanned Aerial System (UAS) for the Government of Canada, Transport Canada (TC). Transport Canada has a requirement for an Unmanned Aerial System (UAS) including communication links, ground control stations, sensor packages, as well as one or more Unmanned Aerial Vehicle (UAV) or Optionally Piloted Vehicle (OPV) to be operated Beyond Visual Line of Sight (BVLOS). This requirement includes purchase of initial spares and training. The requirement also may include an option to purchase up to two (2) additional systems and an option for maintenance and in-service support. The UAS is requisitioned in order to both enhance the safety and security surveillance capability of Transport Canada’s (TC) National Aerial Surveillance Program (NASP) in Canada’s Arctic, and to inform the necessary operational parameters for safe operation. The NASP currently uses manned aircraft in the Canadian Arctic, and on the Eastern and Western Coasts to support reduction of the harmful impacts of oil pollution on marine ecosystems, and to provide ice reconnaissance. These manned platforms also provide the Government of Canada as a whole with safety and security information in support of marine domain awareness, search and rescue, and illegal fishing enforcement. It is anticipated that the UAS will supplement the operations of the Arctic NASP aircraft, and flying hours are estimated at this time to be approximately 500 per year. This LOI invites interested Suppliers to register as Participants in the Consultative Process, including Industry Day and One-on-One Sessions. See Article 5,Registration, in the Solicitation Document. All Suppliers who register will be provided with the following LOI Documents Package after the closing date of the LOI, and will be requested to provide to the Contracting Authority short written answers (short paragraphs or bullet points) to the Questions for Industry within 2 weeks from receipt: • Draft Baseline Statement of Requirements; • Mission Profile; • Draft Evaluation Plan; and • Questions for Industry. This LOI is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this LOI. The issuance of this LOI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This LOI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein. Participation in this LOI is encouraged, but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this LOI. Similarly, participation in this LOI is not a condition or prerequisite for the participation in any potential subsequent solicitation.
