Aviation Underwater Egress Training for its Helicopter and Fixed Wing Operations T8493-130015/A Beauchamp, Joanne Telephone No. (819) 956-9251 Fax. No. (819) 956-7173 General Transport Canada Aircraft Services Directorate (TC ASD) has a requirement for the procurement of Aviation Underwater Egress Training for its Helicopter and Fixed Wing Operations. The Contractor must provide Underwater Egress training to prepare participants on mental and physical considerations for both deliberate and no-warning water entries and must possess the capability to provide Emergency Breathing Systems (EBS) training. Participants will receive practical experience in ditching, both upright and inverted, in assigned crew positions and under simulated night conditions, in aircraft type-specific scenarios. Work Scope Transport Canada's Aircraft Services Directorate (TC ASD) is committed to providing life support solutions for its Air Crew that can exposed to hazardous environments. The aim of the Underwater Egress Training is to provide Aircraft Services Air Crew travelling over water with the knowledge and skills necessary to react to an aircraft ditching emergency. The training must include care for themselves in a sea survival situation and the ability to participate to the maximum extent in their own rescue. Course Objectives The objective of the course (s) is to provide Air Crew Members with a one (1) day Underwater Egress Training Program that include, but are not limited to; o Helicopter ditching hazards o Hazards to aircraft and personnel during overwater operations o Safety and survival equipment requirements and utilization o Pre-flight consideration and procedures o Emergency ditching and evacuation procedures o Survival theory and pattern o Upright emergency evacuation (practical) o Survival and rescue water skills (practical) o Helicopter underwater escape using a Modular Egress Training Simulator (METS) The Egress Trainer must be capable of being configured to simulate the aircraft emergency exits and internal reference points that would be used to assist in the egress. Each course will be conducted for a single aircraft type as directed by TC ASD. Course facilities must possess a realistic and challenging training environment for enhanced training exercises that include but are not limited to; o Training Pool o Underwater lighting o Wave, wind and rain generation o Thunder and Lightening and sound effects Rescue Hoist, Scramble net and 26'jump platform The following are mandatory requirements: Optional Training The contractor must also posses the ability to provide an independent one (1) day course on Emergency Breathing Systems and/or a combination two (2) day course for Helicopter Egress and Emergency Breathing Systems. The main objective of this training would be to provide Air Crew Members travelling over water with the knowledge and skills necessary to successfully egress from a ditched aircraft while utilizing the EBS. This program will include, but is not limited to; o Physiological hazards of breathing compressed air at depth o EBS Equipment characteristics o Pre-flight inspection o Clearing Procedures o Egress considerations o Shallow water egress trainer (SWET) (practical) Prerequisites The candidates will be selected by TC ASD and will be medically fit. Candidates will possess a medical certificate as validation for participation in the underwater egress training. Course Size/Dates a) The maximum course size will be eight (8) candidates; b) The minimum course size will normally be four (4) candidates. c) Should a greater number of candidates present themselves for training than is scheduled, the Contractor is obligated to contact TC ASD Project Authority for permission to train the candidate(s). If the Project Authority authorizes the training, TC ASD will be billed in accordance with the Basis of Payment for the training received. d) The Contractor and the Project Authority will mutually agree upon the exact dates and times of courses. Course Curriculum The Contractor must provide Instructor/Lesson Guides after the training course/curriculum outline is approved. The Instructor/Lesson Guides are designed to serve as the instructor's primary guide for topic sequencing, performance objective accomplishment and presentation of detail during the conduct of the training program. Instructor/Lesson Guides must include all topics and sub-topics of the approved training courses/curriculum outline. Each guide must provide all the information necessary to support that topic or subtopic through the performance objective, enabling objective, and teaching point. Sufficient detail must be presented inclusive of teaching points to preclude omission of relevant information. Sample copies, in English, of Contractor Instructor/Lesson Guides must be provided to the TC ASD Project Authority on request. Evaluation and Certification a) The Contractor must develop a continuing evaluation program to determine student progress. Progress to be evaluated by instructors through classroom discussion, interviews, practical exercises and progress tests; b) Progress/evaluation reports are to be held on file with the Contractor and are to be made available to the TC ASD Project Authority or their designated representative on request; and c) The Contractor must forward a course report/evaluation to the Project Authority for every candidate who fails to meet the satisfactory achievement level. d) The Contractor must provide the following for all persons who sucessfully complete the program based on performance standards; 1. A Certificate for Aircraft Ditching/Helicopter Underwater Escape Training (36 month validity) 2. A laminated picture identification card Contractor Support The Contractor must provide the following: a) a shallow water egress training device b) an Escape Trainer (ET) c) The ET must be complete with the following features and equipment: i. Exterior emergency exits that replicate the function of those exits in use on the B105, B206, B407, Dash 7 and Dash 8 aircraft types. ii. Interior fixtures and workstations to simulate individual aircraft configurations (for example, cockpit equipment, flying controls, consoles and work stations). iii. Other equipment that may have an impact on aircrew during a ditching scenario (for example, HEELS lighting, specific aircrew harnesses). iv. Crane lower speed of a minimum of nineteen (19) meters per minute to effectively disorientate trainees. v. Capability to simulate ditching scenarios at any rotation angle ranging from 0o to 200o. The ET must be capable of being stopped at any point during the 200o rotation cycle. d) Classroom facilities e) Audiovisual aids f) Reference material (handouts, technical documentation and other reference materials) g) Pool facilities h) Rescue diver equipment i) Scuba air j) Smoke generator k) Gyroscopic effect training device l) Supervision and monitoring to ensure the safety of candidates at all times, including: i. Safety features incorporated into the design of the ET (for example, durability of equipment). ii. With the brake applied, the ET must not be able to rotate, whether in air or under water. iii. All emergency exits must be equipped with fail safe devices. iv. Aircrew harnesses must be equipped with emergency release mechanisms. v. Defined emergency response plan and first aid equipment. m) Equipment such as immersion suits, aircraft life rafts, life vest etc. n) Storage for Customer Supplied equipment (in the event that TC ASD chooses to supply some of its own life rafts, vests etc.) Training Recurrency Aircrew will be on a three (3) year refresher cycle. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
