    1.	Summary
    
    Employment and Social Development Canada (ESDC) has a
    requirement for complete logistics services for the supply of a
    variety of ESDC forms and other printed products to ESDC offices
    and to the general public as required.
    The contract is in effect for a period of three (3) years from
    the date of award inclusively with two (2) option periods of one
    (1) year each and the option to extend the contract by an
    additional four (4) months for transition.
    The requirement is limited to Canadian goods and/or services.
    2.	Mandatory Technical Criteria 
    
    An offer must meet all the mandatory requirements. Offers not
    meeting all of the mandatory
    requirements will be given no further consideration and will be
    declared non-responsive. Offers
    meeting all of the mandatory requirements will go on to be
    evaluated for the Point-Rated
    Requirements.
    
    Sub-Contractor's experience will not be considered to meet the
    mandatory criteria. 
    
    M.1   Corporate Capability
    To demonstrate that the Bidder has the corporate capability to
    provide the services outlined in the Statement of Work, the
    Bidder must provide a detailed description of a contract or
    contracts for which the Bidder was under contract to one (1) or
    more external clients to provide print supply chain services as
    specified in the Annex A Statement of Work. 
    
    The Contract or contracts must have been started or completed
    since January 01, 2009. 
    
    The Bidder must provide a detailed listing the services provided
    under the contract or contracts. 
    
    The description of the contract or contracts and the listing of
    the services provided by the Bidder, when combined, must
    demonstrate that the Bidder was under contract to provide all of
    the following services to the Client or Clients:
    
    1.	Reception and Warehousing of varied (consisting of a minimum
    of 900 different items) printed matter such as forms,
    publications etc.. as well as any other related inventory items
    (such as maps, binders, CDs etc.); 
    2.	Inventory management;
    3.	Order reception;
    4.	Order fulfilment; 
    5.	Mailing using Canada Post mail system;
    6. 	Distribution using couriers or other methods of transport;
    7.	Order tracking;
    8.	On-Demand Printing services.
    
    M.2   Project Manager
    The Bidder must identify the Project Manager that would be
    assigned to this project.
    The identified Project Manager must have recently worked as the
    Project Manager managing services similar to those outlined in
    the Annex A Statement of Work.
    The Bidder must provide a detailed description of a contract or
    contracts for which the identified Project Manager worked in the
    role of Project Manager managing the provision of services
    similar to those outlined in the Annex A Statement of Work since
    January 01, 2009.
    The Bidder must provide a detailed listing the services managed
    by the identified Project Manager under the contract or
    contracts. 
    The description of the contract or contracts and the listing of
    the services managed by the Project Manager, when combined, must
    demonstrate that the Project Manager managed the provision of
    all of the following services to a client or clients:

    Only those proposals which first meet the Mandatory Requirements
    will be considered in the second stage of the evaluation, the
