DESCRIPTION:  

The Department of National Defence has a requirement for the
printing, fabrication and delivery of 150,000 custom-made
envelope-style gusset folders, "Personnel Record Envelope
N7530-21-9056613 - CF478".

50,000 Personnel Record Envelopes (2,000 shrink-wrapped
packages) must be delivered to Edmonton and 100,000 Personnel
Record Envelopes (4,000 shrink-wrapped packages) must be
delivered to Montreal. 

PRINT QUALITY:  

Informational, to be in accordance with the Public Works and
Government Services Canada publication entitled "Quality Levels
for Printing" and  "Quality Levels for Binding", latest issues.

50,000 Personnel Record Envelopes (CFB Edmonton)
100,000 Personnel Record Envelopes (CFB Montreal)

FOLDED SIZE: 	

15" width

15" width flap x 2-13/16 height at longest point   
Flap: flap is not a straight cut.  Flap angles towards center
from left and right edges as per the sample for construction
only.

Domtar Colors Smooth - 150lb - TAG - Manilla or approved
equivalent (refer to article 4.1 of Part 2 of the bid
solicitation)

(refer to article 4.1 of Part 2 of the bid solicitation)
PRINTING/INK/COLORS:    	

Text: Green ink (PMS 348) on face, back and flap. No bleeds 
Artwork: Text on Face and Flap differ. Text on Face positioned
as per sample for construction and artwork supplied. Text on
Flap starts below the last score line and is centered
horizontally along the Flap.


BINDING/CONSTRUCTION:	

Custom die-cut envelope style-gusset folders with flap, opening
along the 15" width, constructed with center seam on back and
reinforced accordion gussets. Construct, fold and tape as per
the sample for construction supplied:	

- Custom die-cut envelope-style folder with flap.
- Score and fold for flap and gussets. Three (3) scores per
gusset (sides and bottom).
- Flap along the 15" width. No glue on flap. Flap must be folded
down at score for fold on finished product. Six (6) additional
scores for expansion on flap.  
- Accordion gussets on left and right sides and bottom of
envelope-style folder. Gussets measure 1-1/2" wide. Bottom
gusset - corners left and right must be closed and tucked in.
- Reinforced gussets. Bottom gusset is fully taped. For each of
the side gussets, the tape starts at ¼" from the fold for the
flap and is taped along the 10" height for approximately 2".
- Fold and glue with permanent adhesive as per the sample for
construction supplied. Center seam on back of envelope-style
folders - 1" overlay (glue on overlay). Bottom overlap - 10/16",
glued. 
- Envelope style-folders must be shrink wrapped in packages of
25.

DIE:	
The Contractor must create the die.

All deliverables must be received on or before June 30, 2015. 


TECHNICAL EVALUATION - MANDATORY CRITERIA
Bidders MUST meet all the mandatory requirements of the RFP.  No
further consideration will be given to Bidders not meeting all
the mandatory criteria.

The mandatory requirement is:

M.1	CORPORATE EXPERIENCE

The Bidder must demonstrate that it has been contractually bound
to an external* client (outside of the Bidder's own company) to
provide a quantity of 50,000 or more custom-printed and
fabricated folders with expansion gussets.

During the evaluation no corporate experience gained through
internal** clients will be accepted or reviewed.

The Bidder must provide the following information for each
contract:

a description of the folders provided by the Bidder, including a
description of the required gussets;
a description of the printing and fabrication requirements of
the folders;
the Client information for the Contract

* "External client(s)" is defined as clients exterior to the
Bidder's own legal entity (or joint venture partnership) and
excludes the parent, subsidiaries or other affiliates of the
Bidder.

** "Internal client(s)" is defined as clients within the
Bidder's own legal entity (or joint venture partnership) and
includes the parent, subsidiaries and other affiliates of the
Bidder.

The responsive bid with the lowest evaluated price will be
recommended for award of a contract.
