NATURE OF REQUIREMENT

Measurement Canada requires the printing and production to final format of 75,000 English predominant stickers and 25,000 French predominant stickers. 

The Contract will be from date of award until March 31, 2019, with the irrevocable option to extend the period of the Contract by one (1) additional one (1) year option periods under the same terms and conditions. 

Initial Production Run: All deliverables produced for the initial production run must be received at the destination addresses on or before March 1, 2019.

Additional Optional Production Run(s): Completed quantities must be delivered within 10 calendar days after approval of proofs.

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

The requirement is limited to Canadian goods and/or services.

This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.

This solicitation includes mandatory technical criteria. Refer to Part 3 and Part 4 and Annex D of the Request for Proposal.
Financial Evaluation

The price of the bid will be evaluated in Canadian dollars, Applicable Taxes excluded, FOB destination, Canadian customs duties and excise taxes included.

The Financial Evaluation will be based on the total evaluated price of the financial proposal.

To determine the total evaluated price, the all-inclusive prices and rates submitted in the Annex “B”: Basis of Payment will be added together to obtain the total evaluated price as specified in the Annex “B”: Basis of Payment.

Basis of Selection

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
