    Summary
    The Science and Parliamentary Infrastructure Branch is currently involved in a massive Parliamentary Precinct Renewal Project. Buildings throughout the Precinct can be vacant for short, medium or long terms. To enhance the visitor’s experience of construction zones, SPIB has undertaken to fill vacant window fronts with colourful and informative 2-dimensional graphic designs with a high degree of visual interest.
    
    Public Works and Government Services Canada (PWGSC) requires the services of a commercial printer to digitally reproduce and install large-scale window graphics in an adhesive vinyl or equivalent product at locations on Sparks Street, located within the Parliamentary Precinct in Ottawa. Addresses in this Statement of Requirement could include: 187, 183, 181, 179, 175, 169, 115, 109, 107-101, 93, and 73 Sparks Street, Ottawa. On an “as and when” required basis.
    
    The supplier will use PWGSC’s, generated graphic files, AI, EPS, PDF, PNG, or VECTOR files. It is a requirement that the supplier perform quality benchmarking (e.g. colour testing, material behaviour and effect, adhesion, and transparency), prototyping prior to receiving the client’s approval to fabricate and install graphics. The supplier must have experience in producing self-adhesive and removable vinyl installed on or inside windows with various finishes (tempered glass, UV, single-pane, etc.).
    
    The contract will be for a one (1) year period from date of contract award with two (2) additional one (1) year option period(s).

For more information on personnel and organization security screening or security clauses, Bidders should refer to the Industrial Security Program (ISP) of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website.
    
    This requirement is covered by the Canada Free Trade Agreement (CFTA).  
    
    The requirement is limited to Canadian services.

    Bidders must use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    Bidders MUST meet the mandatory criteria of the RFP.  No further consideration will be given to Bidders not meeting the mandatory criteria.
    
    M.1     CORPORATE EXPERIENCE AND CAPABILITY
    
    M.1.1  The Bidder must demonstrate that it has been contractually bound to an external client (outside of the Bidder's own company) or to external clients for two (2) contracts to digitally print and install large-scale window graphics in an adhesive vinyl or equivalent product. Each of these two (2) contracts must have been for a minimum of two (2) large-scale vinyl window graphics for each contract. The Contracts must have started or completed after January 1, 2016.
    
    M.1.1.a  The client’s information (example: client’s organization); for the Contract identified for M.1.1.
    
    M.1.1.b  A description of the large-scale window graphics in a self -adhesive vinyl or equivalent product and installation, provided by the Bidder under each of these contracts identified for M.1.1.
    
    M.1.1.c  Quantity of large-scale window graphics and installation provided per year for each contract.; identified for M.1.1.
    
    M.1.2  The contract identified for M.1.1 must have been started or completed after January 1, 2016.
    
    M.1.2.a  The Bidder must provide the start date, or the completion date of the contract as identified for M.1.1 to demonstrate that the contracts were started or completed after January 1, 2016;
    
    Financial Evaluation
    
    The price of the bid will be evaluated in Canadian dollars, Applicable Taxes excluded, FOB destination, Canadian customs duties and excise taxes included.
    
    The Financial Evaluation will be based on the total evaluated price of the financial proposal.
    
    To determine the total evaluated price, the all-inclusive prices and rates submitted in the Annex “B”: Basis of Payment will be added together to obtain the total evaluated price as specified in the Annex “B”: Basis of Payment.
    
    Basis of Selection 
    
    A Bidder must comply with the requirements of the Request for Proposal and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bidder with the lowest evaluated price will be recommended for issuance of a contract.
    
    Canada reserves the right to negotiate with suppliers for any procurement.
